Shouldn't that be "clarity of meaning"?
i.e.
What is your opinion of the general quality of non-native English source speeches in terms of clarity of meaning?
As for the question itself, there is no "general quality". There is a huge variation in individual cases. From few of those who speak better English than 90% of natives to those who you can understand only if you can recognise the patterns from their native language.
