موضوع العقد
بموجب هذا العقد تقوم هيئة تنمية صناعة تكنولوجيا المعلومات بالتعاون والتنسيق مع الطرف الثاني من أجل تمكينها من الحصول علي الخدمات الاستشارية التي يقدمها برنامجGrow IT . وتتمثل هذه الخدمات في تقييم الطرف الثاني من قبل مقدم الخدمة الاستشارية بالبرنامج لتحديد أوجه القصور في مجالات العمل المختلفة في الجوانب الاستراتيجية والتسويقية والمالية والإدارية وغيرها، ثم تحديد أنشطة التطوير اللازمة لتلبية احتياجات الشركة في سد أوجه القصور من خلال خطة تطوير أعمال خاصة بالشركة طبقاً لمعايير محددة في نموذج البرنامج.
البند الثالث
مقدم الخدمات الاستشارية
1. يقوم التحالف الاستشاري المعين من قبل الطرف الأول بالأعمال طبقاً للنموذج المعتمد الخاص بالبرنامج.
2. يقوم الطرف الأول بمتابعة عملية تقديم الخدمة الاستشارية من قبل التحالف لضمان قيام الاستشاريين بأداء مهامهم لدى الطرف الثاني بحرفية ومهنية عالية، وطبقا للمنهجية الموضوعة لمتابعة نظام الجودة الخاصة بالبرنامج.
3. يقوم الطرف الأول بالمتابعة مع الطرف الثاني لحل المشكلات وتذليل العقبات أمام ما يعوق جودة تقديم الخدمات الاستشارية.

Subject of Contract
By virtue of this contract, Information Technology Industry Development Agency (ITIDA) cooperates and coordinates with the Second Party to enable obtaining consultation services provided by Grow IT program. These services are represented in assessing the Second Party by the program consultation service provider; to define deficiency aspects in various work fields as to the strategic, marketing, financial, administrative aspects and so on. Then, to define the development activities required for fulfilling the needs of the company to block the deficiency aspects through company works development plan according to measures specified in the program form.
Clause Three
Consultation Services Provider
1. The consultative alliance appointed by the First Party performs the works according to the program approved form.
2. The First Party follows up the process of submitting the consultative service by the alliance, to ensure that the consultants are performing their tasks for the Second Party with workmanship and high professionalism, according to the system developed for following up program quality system.
3. The First Party follows up with the Second Party solving problems, removing obstacles that hinder the quality of consultation services provided.

accelerate the momentum of excellence-enabled performance of all federal entities, the Government
Excellence System was launched to serve the ambitious vision of the United Arab Emirates and act as
a roadmap for governments seeking to reach new heights beyond excellence to achieve performance
leadership and transform into a leading, innovative and smart government.
Sheikh Khalifa Government Excellence Program is one of the catalysts used for supporting the
ambitious UAE vision 2021 and used to drive excellence at the heart of the government and building
excellence maturity in all the ministries and federal entities. The Program has been instrumental in
enhancing organizational competitive maturity, raising overall standards of performance and in
particular brought in fundamental change that is gradually enabling the UAE Government maintain its
course towards accomplishing its strategic objectives for 2021.
The main purpose behind the Government Excellence System is to enable government entities to
achieve welfare and happiness for citizens. It also aspires to meet the community’s needs and
expectations to reach the seven stars level and highest degree of efficiency and effectiveness in the
provision of government services. Furthermore, it aims to support government trends related to
innovation to acquire a competitive advantage and leading position.
The new assessment methodology was used with the intent of inducing transformational thinking in
government, assess innovative capabilities and measure performance outcomes’ impact holistically in
core areas. With this in mind, Sheikh Khalifa Government Excellence Program engaged Subject Matter
Experts to participate in the inaugural cycle for assessing federal ministries and entities in October
2016The assessment approach for the government excellence system conducted based on two main
sections: the assessment of Capabilities and the assessment of Results. Furthermore, SME’s conducted
site visits that span from two to five days based on the size of the entities to review the capabilities
and the results substantiated with more evidences and on site practices. The purpose was mainly for
identification of best government practices through developing a set of principles that include
effectiveness, efficiency, learning and development, as well as the use of modern concepts, such as
those related to innovation, future shaping, and integration of the government work.
