Emie, to answer your question below, I'd say "not quite" — it's seems to me (subject to your wider conbtext, of coirse) that the source text is actually saying « coût unitaire d'un échantillon des services gouvernementaux » (also consider if 'gouvernement' is right here, I can't help wondering if this isn't 'état' in fact?)
