Her Majesty's pleasure significa a quello che ho potuto vedere un'incarcerazione a tempo indeterminato, che puo' essere interrotta quando ritenuto necessario. Si applica quando una sentenza a vita sarebbe troppo lunga, come nel caso di un grave crimine commesso da un minore.

There is probably a much better and more accurate way of saying it in Italian, but to be detained at her majesty's pleasure, is to be locked up in prison in the United Kingdom, where theoretically the prisons belong to the crown property. The wording is used in court and law. The S. 28 is section 28 of the crime act.
