I'm afraid I can't help you with the acronym, but 1992 Plan is the college plan or academic design under which he graduated - very common in Latin American universities

neutral translatol : I would be suspicious of a falso amigo in 'technician' if this is a university qualification, but not for a school or college. Nevertheless, you may have a point, at least in US usage.
