On 14 November 2007, Jacqui Smith, then the UK’s home secretary, announced one of the most ambitious attempts by any state in history for the systematic tracking and surveillance of all persons entering or leaving British territory. The highly controversial e-Borders programme aims to deploy sophisticated computer algorithms and data-mining techniques to identify ‘illegal’ or threatening people or behaviour before they threaten the UK’s territorial limits. The programme utilizes technology developed by the Trusted Borders consortium, led by the massive Raytheon defence corporation.

Two major tasks have been taken up thus far. First, I have pointed (chapter 1) to the ineradicable role of trust in constituting systems of both social order and empirical knowledge. There have to be working answers to the questions ‘whom to trust?’ and ‘who tells the truth?’ if there is to be shared knowledge and shared social order. Second, I have pointed (chapters 2 through 4) to some major resources available in early modern English society for the identification of truth-tellers, laying particular stress upon the role of truthfulness in gentlemanly social relations and the cultural practices attending the practical handling of gentlemanly testimony. Now I need to pick up the problem of truth from the other end. I have to display truth-making practices in action. Here and in the next chapter I discuss the trajectory traced by empirical knowledge-claims in seventeenth-century English science, noting how their practical management mobilized the truth-making culture treated earlier as well as other related practices which bore upon assessment of whether or not particular claims were veridical.

Puisque le savoir comme l'ordre social doivent être partagés, il faut nécessairement trouver des réponses fonctionnelles aux questions « à qui faire confiance ? » et « qui dit la vérité ? » Ensuite, j'ai montré (chapitres 2 à 4) l'existence dans l'Angleterre de l'époque moderne de ressources majeures pour identifier les énonciateurs-de-vérités, en insistant particulièrement sur le rôle de la véracité dans les relations sociales aristocratiques et dans les pratiques culturelles qui accompagnent le traitement pratique du témoignage aristocratique. Mais à présent, j'ai besoin d'inverser la perspective. Je dois exposer les pratiques concrètes de production-de-vérité. Ici, et dans le chapitre suivant, j'analyse donc la trajectoire suivie par les affirmations-de-connaissances empiriques dans la science anglaise du dix-septième siècle, en montrant comment leur gestion pratique se nourrissait de la culture de production-de-vérité évoquée plus haut, et qu'il existait d'autres pratiques apparentées qui pesaient également sur l'appréciation de la véracité de telle ou telle affirmation.

C'est l'histoire de l'Espagne en Amérique, de l'Angleterre en Inde ou de la Belgique au Congo. Le deuxième chapitre est caractérisé par la protection que les États assurent aux entreprises domiciliées sur leur territoire. Ainsi, les États-Unis envoient leur armée pour protéger les intérêts de la United Fruits en Amérique Centrale, donnant naissance à l'expression de « république bananière ». C'est encore le coup d'État militaire au Chili et toujours, pour le pétrole, la crise permanente du Moyen Orient.
