Source text - English The GOE in collaboration with DAG has established a Harmonization Task Force and developed in 2004 a Harmonization Action Plan (HAP). The Ethiopian Harmonization Action Plan states that ‘while recognizing the pressing need for harmonization of donor processes and procedures, it is essential to consider that all donors are different. Donors have different capacities, comparative advantages and preferences. Furthermore, different aid modalities respond to various objectives. Recognizing this challenge, the MOH is aiming to strengthen the ‘all inclusive’ donor harmonization. The MOH are aware of the supportive and enabling harmonization work done at international level-the High Level Forum Steering Committee. In the health sector, the key governance and consultation mechanisms have been functioning very well. Efforts to harmonise partners’ interventions started already during HSSP I with a study executed by Mr. Lester. There are good examples and lessons to be learned from regions that have already started the process of ‘one plan, one budget, and one report’. However, a significant proportion of partners’ assistance is still delivered in a fragmented manner, individual missions persist which together impose a large transaction cost on the already constrained capacity of the FMOH and RHBs. Therefore, there is a long way to go towards harmonization of systems (planning, financing, reporting etc) and procedures.
