Translation - English Beginning from the end of the last decade, human society has been engaged in a rapid transfer from the industrial economic era to a knowledge-based economy. In this new era, knowledge becomes the most powerful means for humans to know about the world and change it. Intellectual achievements, mostly relying on scientific and technological innovation, have also become important production factors in social and economic activities, and the dominant initiative resources in promoting economic development and creating national wealth.
Nowadays, land, factories, machinery and natural resources are far less important in creating national wealth when compared with the contribution of professionals engaged in the knowledge economy and especially in technical innovation. Some countries, such as Japan, because of lacking abundant natural resources, have already made the changeover to an innovation-based economy, and now take a predominant position in market competition. At this very special moment of the twenty-fifth anniversary of the maiden voyage by COSCO's M.V. Luilinhai to the Port of Seattle, I send my warmest congratulations on behalf of China's Ministry of Communications to COSCO Group and the Port of Seattle whose combined efforts had opened up a new page of China-US maritime relationship. I also express my gratitude and respects to those maritime people who contributed enormously to the development of such a relationship. Twenty-five years ago, the M.V. Liulinhai, fully loaded with the friendship between Chinese and American people, started her maiden voyage from Shanghai to Seattle. The success of that historic sailing marks an end of a shipping break between the People's Republic of China and the United States, unveiling a new chapter of the maritime history of our two nations.
With the consistent and positive growth of bilateral shipping ties in the past two and a half decades, China-US trade has been immensely backed by transportation service of the commercial shipping fleets. The new bilateral maritime agreement signed on the 8th of December last year in Washington D.C. will play a critical role to improve China-US maritime relationship and to lay a solid legal foundation that will benefit shipping industries in both countries. I believe the full implementation of that agreement will strengthen the maritime cooperation between China and the US, and a more reliable, secure and efficient shipping presence across the ocean will further contribute to the growth of China-US trade and business relationship.
