Translation - English Article 9. To amend and supplement Appendix I included in Circular No. 63/2010/TT-BNNPTNT (dated November 11, 2011) by the Ministry of Agriculture and Rural Development, which stipulates the regulations on providing certificates of free sale for exported and imported goods and products under the management of the Ministry of Agriculture and Rural Development.
To amend CFS for exported goods and products concerning breeds of livestock (including embryos, sperm, breeds of livestock); animal feed and feed additives/supplements; food blending environment and conditions of preserving animal embryos and sperm; and specialized materials and chemicals used in animal production as stipulated in Point 2 under Section I and Point 3, 4, 7 under Section II of Appendix I, included in Circular No. 63/2010/TT-BNNPTNT, to be now under the jurisdiction of the respective Provincial Department of Agriculture and Rural Development governing the place where a company’s headquarters are located.

Chương trình Nước và vệ sinh tại các thị trấn nhỏ ở Việt Nam (WSPST)
Kế hoạch Cấp nước an toàn (KNCNAT) được tổ chức Y tế thế giới giới thiệu vào Việt Nam từ năm 2006. Cho đến nay KHCNAT đang được triển khai rộng rãi trong các công ty cấp nước ở Việt Nam trên cơ sở thực hiện theo thông tư số 08/2012/TT-BXD ngày 21 tháng 11 năm 2012, của Bộ xây dựng về việc “Hướng dẫn thực hiện bảo đảm Cấp nước an toàn.” và các hướng dẫn của WHO.
Thực tế cho thấy KHCNAT là một công cụ thiết thực để cải thiện và duy trì an toàn nước cấp. Quy trình KHCNAT là hiệu quả nhất nếu nó trở thành một phần không thể thiếu của các hoạt động bảo dưỡng và quản lý nguồn nước đang diễn ra hàng ngày. KHCNAT đã giúp cho cải thiện công tác quản lý và hoạt động trong việc cấp nước; và giúp cho việc cải thiện nhận thức vệ sinh trong cộng đồng và tạo ra những thay đổi tích cực trong hành vi vệ sinh. Đặc biệt, sẽ tạo cho cộng đồng hiểu rõ hơn về những rủi ro có thể ảnh hưởng đến chất lượng nước và sức khỏe trong cộng đồng.
Chương trình nước và Vệ sinh tại các thị trấn nhỏ ỏ Việt Nam đã thực hiện đầu tư xây dựng 22 công trình cấp nước ở 22 thị trấn tại 8 tỉnh/thành phố khu vực phía Bắc Việt Nam. Trong đó có 12 hệ thống cấp nước tại 5 tỉnh miền núi phía Bắc gồm: Hà Giang, Tuyên Quang, Cao Bằng, Yên Bái và Bắc Kạn; và có 10 hệ thống cấp nước tại 3 tỉnh/thành phố khu vực đồng bằng Bắc bộ gồm: Hải Phòng, Thái Bình, Hưng Yên.
Toàn bộ các công trình đã được đầu tư đồng bộ, đã hoàn thành và đưa vào sử dụng trong giai đoạn 2014-2016. Các công trình được đầu tư xây dựng có công suất từ Q = 400 m³/ngđ đến Q = 3.000 m³/ngđ. Hiện nay, dân cư trong các thị trấn đã được sử dụng nguồn nước sạch hợp vệ sinh, từ các công trình cấp nước mới được đầu tư theo chương trình tài trợ của Chính phủ Phần Lan.
Cùng với việc đầu tư xây dựng và đưa vào vận hành đúng tiến độ, Chương trình nước và Vệ sinh tại các thị trấn nhỏ ỏ Việt Nam đã triển khai thực hiện KHCNAT.
Việc thực hiện KHCNAT ngay từ giai đoạn đầu khi bước vào vận hành của dự án đã giúp cải thiện sự an toàn của nguồn cung cấp nước, và tạo được thói quen Cấp nước an toàn ngày từ bước đầu, trong quản lý và vận hành mỗi hệ thống cấp nước đã được đầu tư; từ đó sẽ tạo điều kiện cải thiện và duy trì Cấp nước an toàn. Mặt khác, đã góp phần hoàn thành mục tiêu của chương trình WSPST, đó là cung cấp nước sạch phục vụ nhu cầu của những người dân sinh sống tại các thị trấn tham gia Chương trình.
Do đặc thù của các công trình trong dự án đều là các công trình quy mô nhỏ, lẻ và là các công trình cấp nước cho đô thị loại 4,5 nằm xa trung tâm tỉnh lỵ, nguồn lực rất hạn chế. Nên trong KHCNAT của mỗi công trình đã tập trung đề xuất vào những công việc cụ thể nhằm kiểm soát rủi ro, đáp ứng yêu cầu nâng cao chất lượng nước và cấp nước ổn định, liên tục & an toàn. Kết quả thực hiện bước đầu cho thấy tại một số công trình đã thực hiện tốt và đã nâng cao chất lượng nước, bằng cách tổ chức tốt đội ngũ vận hành và quản lý, thường xuyên theo dõi, kiểm tra, đánh giá chất lượng nước, chú ý các nguy cơ làm giảm chất lượng nước để kiểm soát và khắc phục. Thí dụ:
Nhà máy nước thị trấn Tiên Lãng (Hải Phòng), sử dụng nguồn nước ngầm ở độ sâu trên 100m, đang có độ mặn cao; đã lập kế hoạch đầu tư, đang triển khai mở rộng công suất bể chứa nước và khoan bổ sung giếng để giảm lượng nước khai thác tập trung từ 1 giếng, nhằm giảm khả năng xâm nhập mặn; bảo đảm chất lượng nguồn nước thô khai thác lâu dài và an toàn.
Nhà máy nước Ân Thi (Hưng Yên) sử dụng nguồn nước ngầm có hàm lượng sắt và Mangan cao, đã có sử dụng vôi trong quá trình xử lý nước; tuy nhiên hàm lượng Mangan trong nước sau xử lý còn hơi cao so với tiêu chuẩn. Với việc điều chỉnh vị trí điểm châm vôi, đã đưa được chỉ tiêu Mangan trong nước sau xử lý đạt dưới tiêu chuấn quy định.
Tóm lại, Việc áp dụng kế hoạch cấp nước an toàn trong các công trình công suất nhỏ cũng rất cần được quan tâm thực hiện, không chỉ thực hiện với các công trình có công suất lớn. Thực tế, tại các công trình cấp nước có công suất nhỏ đã được đầu tư và áp dụng Kế hoạch Cấp nước an toàn trong Chương trình nước và Vệ sinh tại các thị trấn nhỏ ở Việt Nam với nguồn vốn tài trợ từ Phần Lan đã cho thấy kết quả tốt và có những tác dụng quan trọng, cần được phát huy.

Water and Sanitation Program for Small Towns in Vietnam (WSPST)
Water Safety Plan (WSP) was first introduced in Vietnam by WHO in 2006. Up to now, Water Safety Plans have been being implemented widely by water utilities in Vietnam in compliance with Circular No. 08/2012/TT-BXD dated November 21, 2012 by the Ministry of Construction guiding the water safety implementation as well as WHO guidelines.
Indeed, WSP has been shown as a necessary tool to improve and sustain water safety. WSP is implemented most effectively when it becomes an integral part of existing O&M activities and water source management. WSP helps improve the management and activities in water supply management; and helps raise the community’s awareness of environmental sanitation and make positive changes in behaviors related to sanitation. Especially, it will enable the community to get better understanding of potential risks relevant to water quality and public health.
22 water schemes were constructed and operated in 22 towns of 8 provinces in the North of Vietnam under the Water and Sanitation Program for Small Towns in Vietnam. 12 water schemes constructed in 5 northern mountainous provinces include: Ha Giang, Tuyen Quang, Cao Bang, Yen Bai and Bac Kan and 10 water schemes in the Northern Delta area include those in Hai Phong, Thai Binh and Hung Yen.
All construction works have been completed and water schemes put into operation during 2014-2016. The capacity of constructed schemes ranges from Q = 400 m³/d to Q = 3,000 m³/d. At present, local residents in participating towns have safe water for use thanks to the water schemes constructed with the support from the Programme financed by the Government of Finland.
Together with the investment in construction and operation with good progress, a Water Safety Plan has been implemented in WSPST schemes. As the WSP was implemented right at the moment when the operations start, it helps ensure raw water sources as well as encourage the habit of preparing WSP manuals timely for better operation and management of water schemes. On the other hand, the WSP implementation also contributes to pursuit of the WSPST purpose: safe water supply satisfying all needs of the Programme town residents.
All WSPST schemes are small grade 5 towns, which are located far from the city/provincial center, and with rather limited resources. Therefore, the Water Safety Plan for each scheme mainly proposes specific assignments of risks management to ensure the high quality and reliability of water supply service. From preliminary assessments, some schemes are successful in improving water quality by assigning specialized teams to conduct regular monitoring and paying more attention to reduce the risks of low water quality and to plan corrective actions.
Tien Lang water treatment plant (Hai Phong), as one example, takes groundwater from a depth of over 100 m, which shows relatively high salinity. They have prepared a plan to upgrade their reservoir and drill more wells to reduce the total amount of water extracted from a single well. That is to avoid the possibility of saltwater intrusion and ensure that the groundwater quality will remain good over time for long-term extraction.
In An Thi water treatment plant (Hung Yen), the groundwater shows high levels of iron and manganese. Lime has been used during the treatment process. However, the manganese level of treated water is even higher than that of raw water. After the lime injection point was changed, the manganese level of treated water met with the prevailing standard.
In short, WSP implementation in small-scale schemes is as essential as that in large-scale schemes. Indeed, the WSP implementation results in WSPST water schemes are considered positive with significant influence.
