한 소년이 쓰레기장으로 올라갑니다.
먼저 온 사람은 무언가를 열심히 담고 있습니다.
소년은 가져갈 게 없는지 발로 쓰레기를 뒤적이다 한 두개 주워들고 맙니다.
역 부근의 건물 모퉁이에는 한 사람이 쓰러져 있습니다.
주변에 많은 사람들이 있지만 누구하나 신경쓰지 않습니다.
이 남자는 생활고에 스스로 목숨을 끊겠다고 소동을 부리다 지쳐 쓰러졌습니다.

김일성 주석 생일인 태양절 다음날로 휴일이라 사람들이 북적입니다.
한쪽에는 이불을 팔고 있고 또 다른 쪽에는 형형색색의 여성복들이 마련돼 있습니다.
남성용 허리띠와 구두를 비롯해 모자 양말 속옷 등 상품들도 다양합니다.
이 곳에서 물건을 파는 사람들은 장세로 한 달에 북한돈 2만원 쌀 20kg 을 살 수 있는 돈을 내야 합니다

하지만 많은 상인이 이 돈을 내지 못해 시달리고 있다는 게 탈북자들의 증언입니다.
게다가 북한 당국은 최근 비밀 요원의 감시를 더욱 강화하고 주민들로부터 이런 저런 명목으로 식량이며 돈을 걷어가고 있어 북한 주민들의 삶은 더욱 힘들어지고 있습니다.

This is a residential area on the outskirts of Sinu'iju. A boy is going up to a garbage dump.
The person who came earlier is absorbed in picking something up. The boy does not seem to find much to pick up and, after turning the garbage over with his feet for a while, picks up just a few things. On the corner of a building near the station, one person is lying. A lot of people are there, but no one cares. After making a scene where he would commit suicide out of hardships of life, this man is now collapsed from exhaustion.

“Where is your house? Your house?”
In residential streets, without fail, there are people selling goods. They have brought out everything that they can sell, from foodstuffs such as rice, flour, corn, and noodle to beer, oil and various necessities.
“To survive the day, you have to buy food with your daily earning, and the next day you have to sell again to buy food....”
This is the largest market in Sinu'iju. Because it is a holiday, one day after Sun's Day, which is the birthday of President Kim Il Sung, many people are gathered. On one side, they are selling quilts and on another side, they are displaying colorful women's clothes. There are various commodities, from men's belts and shoes to hats, socks, and underwear and the like. People who sell stuff in this place have to pay as rent 20,000 won in North Korean currency per month, which can buy 20kg of rice.

However, North Korean defectors testify that many merchants are suffering because they are not able to pay this money. In addition, because the North Korean authorities recently intensified surveillance through undercover agents, and are collecting food and money in the name of this and that, the lives of North Koreans are getting more and more difficult.

Source text - English The first question most people have is: why did we need the health care law? The answer is that we had a health insurance market that worked very well for big insurance companies, but not so well for American families.
Insurers could pick and choose who they gave coverage to. And premiums were skyrocketing even as insurers made record profits.

Source text - Korean 정부가 추진 중인 ‘국방개혁 307계획’이 거꾸로 가고 있다.
육•해•공군 합동성을 강화하고 장성 수를 줄이기 위해 추진했던 국군교육사령부 창설 계획은 백지화하는 반면, 현재 중장급 1명으로 운용하고 있는 합참차장 자리에 오히려 대장급 합참차장을 추가로 신설, 장성 수를 늘리는 형태가 됐기 때문이다.
이에 따라 개혁 의지가 퇴색됐다는 지적이 제기되고 있다.
국방부는 12일 국회 국방 위원회에 제출한 ‘국방 개혁 307계획’에서 당초 국방부 직할부대로 창설하려던 국군교육사 신설 계획안을 삭제했다.
김민석 국방부 대변인은 “(307계획은) 지침으로, 지침은 확정된 것이 아니고 큰 방향이 그렇게 간다는 것”이라면서 “상세한 개혁안을 만들면서 (빠지게) 된 것”이라고 말했다.
앞서 지난달 8일 발표한 307계획에는 3군 합동성을 강화하는 차원에서 국군교육사를 창설해 장교들을 교육시키는 한편, 교육사의 사령관은 육•해•공군 공통 직위로 지정하고 군별로 나눠진 교육사령부를 통폐합해 장성 수를 줄이기로 했다.
육군교육사는 사령관을 포함해 모두 8명의 장성이 근무하고 있으며, 해군과 공군 교육사에도 각각 3명씩 모두 6명의 장성이 근무하고 있어 장성 수 감축의 첫 대상이 될 것으로 예상됐다.
하지만 국군교육사 창설 계획이 백지화되면서 통합 교육은 물론 장성 수 감축을 위한 계획도 수정됐다.
교육사가 담당할 예정이던 3군 영관급 이상 장교의 교육은 합동대학 등으로 분산됐으며, 감축 장성 직위도 새로 검토하게 됐다.
국방부 관계자는 “국군교육사 창설은 원점에서 재검토에 들어갔으며 6월 확정되는 국방개혁 최종안에서도 빠질 가능성이 높다.”고 전했다.
이와 함께 이날 김관진 국방장관은 합참의 작전과 정보 등을 담당하는 대장급 합참차장 자리를 신설하겠다고 보고했다.
기존 중장급 합참 차장을 2차장으로 하고 대장급 1차장을 신설하겠다는 것이다.
국방부는 또 한국과 미국 공군의 연합 지휘체계에서 전시 한국군 4성 장군이 미군 3성 장군의 지휘를 받는 체계에 문제가 있다는 지적이 일자 ‘부참모총장’을 신설하는 방안을 검토 중이라고 밝혔다.
군 내에선 현재 공군 참모총장 아래 참모차장이 있는 만큼 참모차장이 부참모총장으로 이름만 바꿔 운용되거나 공작사령관이 겸직하지 않겠느냐는 관측이 지배적이다.
결국 개혁이란 이름으로 추진하던 상부 지휘 구조 개편은 직책 이름만 바꿔 과거와 달라질 것이 없다는 비판의 목소리가 나오고 있다.
이에 대해 국방부는 “교육사 창설 계획은 좀 더 시간을 두고 세부 검토가 필요하며 합참차장을 1명으로 할지 1•2차장으로 할지는 아직 결정되지 않았다.”면서 “장성 수 감축 계획은 11월부터 진행할 예정”이라고 밝혔다.

The Ministry of National Defense removed the plan to create the Armed Forces
Training and Doctrine Command as a unit directly under it from "Defense Reform
Plan 307," submitted on April 12 to the National Defense Committee of the
National Assembly.
Kim Min-sok, a spokesperson of the Ministry of National Defense, said, "(Plan 307) was a guideline that was not definitely settled but showed an overall direction." He added, "It got (dropped) in the process of developing a detailed reform plan."
In Plan 307 announced on March 8, it was planned that, on the one hand, in order to strengthen the jointness of the three services, the Armed Forces Training and Doctrine Command was to be created to train officers, and on the other, the position of commander of the Armed Forces Training and Doctrine Command to be open to the Army, Navy, and Air Force, incorporating the three training and doctrine commands in respective services, to reduce the number of general officers.
Because a total of eight general officers, including the commander, are working at the Army Training and Doctrine Command, and six general officers in the Navy and Air Force Commands -- three in each --, it was expected that it would become the first area to work on in order to reduce the number of general officers.
As the plan to create the Armed Forces Training and Doctrine Command became canceled, however, the plan for an integrated education as well as the plan to reduce the number of general officers became revised.
Education of field grade officers or higher, which the Armed Forces Training and Doctrine Command was to undertake, was distributed to the Joint Staff College and the like, and the positions of general officers to be reduced also are to be reviewed.
A Ministry of National Defense personnel mentioned that "The creation of the Armed Forces Training and Doctrine Command is under review from the starting point, and is probably to be dropped from the final Defense Reform Plan to be confirmed in June."
In addition, that day, Minister of National Defense Kim Kwan-jin reported that he would create a new position of vice chairman of the Joint Chiefs of Staff as a full general, in charge of operations and information of the Joint Chiefs of Staff.
This means that the current vice chairman of the Joint Chiefs of Staff as a lieutenant general becomes the second vice chairman of the Joint Chiefs of Staff and that a new position of first vice chairman of the Joint Chiefs of staff as a full general will be created.
Moreover, when it was pointed out that it is problematic for an ROK four-star general to be commanded by a three-star US general in the combined command system, the
Ministry of National Defense explained that they were reviewing a plan to create
the "vice chief of staff."
It is widely expected in the military circles that, since there is already the position of deputy Air Force chief of staff under Air Force chief of staff, the vice Air Force chief of staff will be simply renamed as deputy chief of staff, or the Air Force Operational commander will concurrently hold the position.
It is being criticized that, after all, the restructuring of the upper command system that has been promoted under the name of reform would bring about no change from the past except for a change in position names.
About this criticism, the Ministry of National Defense clarified: "The plan to create the Training and Doctrine Command needs additional detailed review over time, and it has not been determined yet whether one position of vice chairman of the Joint Chiefs of Staff would be created or positions of first and second vice chairmen would."
The ministry added, "The plan to reduce the number of general officers will be implemented starting in November."
