A multi-million dollar industry of nutritional supplements has grown around the concept that dietary supplements of BCAAs alone produce an anabolic response in humans driven by a stimulation of muscle protein synthesis. In this brief review the theoretical and empirical bases for that claim are discussed. Theoretically, the maximal stimulation of muscle protein synthesis in the post-absorptive state in response to BCAAs alone is the difference between muscle protein breakdown and muscle protein synthesis (about 30% greater than synthesis), because the other EAAs required for synthesis of new protein can only be derived from muscle protein breakdown. Realistically, a maximal increase in muscle protein synthesis of 30% is an over-estimate because the obligatory oxidation of EAAs can never be completely suppressed. An extensive search of the literature has revealed no studies in human subjects in which the response of muscle protein synthesis to orally-ingested BCAAs alone was quantified, and only two studies in which the effect of intravenously infused BCAAs alone was assessed. Both of these intravenous infusion studies found that BCAAs decreased muscle protein synthesis as well as protein breakdown, meaning a decrease in muscle protein turnover. The catabolic state in which the rate of muscle protein breakdown exceeded the rate of muscle protein synthesis persisted during BCAA infusion. We conclude that the claim that consumption of dietary BCAAs stimulates muscle protein synthesis or produces an anabolic response in human subjects is unwarranted.

جاء تقرير الخبرة مخالفة للقانون والأصول غير مستند إلى أي وقائع قانونية أو اقعية سليمة وجزافيًا بحق المدعى عليها وغير منتج في موضوع النزاع، حيث جاء طارحًا لوقائع مرسلة وغير مثبتة، فلم يحدد الأسس الفنية التي اعتمد عليها في التوصل إلى النتائج الواردة بالتقرير، بما يخالف الواقع والقانون.

After perusal of Federal Law No. (4) of 2000 on the Emirates Securities & Commodities Authority and Market and its amendments;

Federal Decretal Law No. (45) of 2021 on the protection of personal data, and Law No. (13) of 2011 on the regulation of economic activities in the Emirate of Dubai and its amendments, and

Chapter 1
Preliminary Provisions

Article (1)
This law is called "Dubai Virtual Assets Regulation Law No. (4) of 2022".

أحكام ختامية
تحمُّل المسؤوليّة
المادة (24)
أ- لا تكون الحُكومة مسؤولة تجاه الغير عن أي ديون أو التزامات تنشأ عن أعمال ونشاطات السُّلطة أو أي من الجهات التي يتم تعهيد مهام وصلاحيّات السُّلطة إليها، وتكون السُّلطة وحدها المسؤولة عن هذه الدّيون أو الالتزامات.
ب- لا تكون السُّلطة أو أي من الجهات التي يتم تعهيد مهام وصلاحيّات السُّلطة إليها مسؤولة تجاه الغير عن أي التزامات تترتب على قيام مُقدّمي خدمات الأصول الافتراضية أو الأشخاص المُصرّح لهُم من السُّلطة بمُزاولة أي من الخدمات أو الأنشِّطة المُرتبِّطة بالأصول الافتراضية.
الإعفاء من المسؤوليّة
المادة (25)
باستثناء حالات الغش والخطأ الجسيم، لا يكون مجلس الإدارة أو المُدير العام أو الرّئيس التنفيذي أو أي من مُوظّفي الجهاز التنفيذي للسُّلطة، أثناء مُمارستهم لمهامّهم المنوطة بهم بمُوجب أحكام هذا القانون والقرارات الصّادرة بمُقتضاه، مسؤولين تجاه الغير عن أي فعل يقومون به أو ترك يرتكبونه فيما يتصِّل بمُمارستهم لتلك المهام، وتكون السُّلطة وحدها هي المسؤولة تجاه الغير عن هذا الفعل أو الترك.
إصدار القرارات التنفيذيّة
المادة (26)
أ- باستثناء القرارات التي يختص مجلس الإدارة بإصدارها وفقاً لأحكام هذا القانون، يصدِّر المُدير العام القرارات اللازمة لتنفيذ أحكام هذا القانون، وتنشر في الموقع الإلكتروني للسُّلطة.
ب- تكون للقرارات التي يصدِّرها مجلس الإدارة والمُدير العام والمنشورة في الموقع الإلكتروني للسُّلطة وفقاً لأحكام الفقرة (أ) من هذه المادة ذات الحجّية المُقرّ رة للتشريعات المنشورة في الجريدة الرسمية للحُكومة، وفقاً لأحكام القانون رقم (32) لسنة 2015 المُشار إليه.
الإلغاءات
المادة (27)
يُلغى أي نص في أي تشريع آخر إلى المدى الذي يتعارض فيه وأحكام هذا القانون.
النّشر والسّريان
المادة (28)
يُنشر هذا القانون في الجريدة الرسمية، ويُعمل به من تاريخ نشره.

Final provisions
Take Responsibility
Article (24)
a) The Government shall not be liable to third parties for any debts or obligations arising from the acts and activities of the Authority or any of the entities to which the functions and powers of the Authority are entrusted and shall be solely responsible for such debts or obligations.
b) Neither the Authority nor any of the entities to which the functions and powers of the Authority are entrusted shall be liable to third parties for any obligations arising from the performance of any of the services or activities associated with the virtual assets by the virtual asset service providers or persons authorized by the Authority.
Exemption from Liability
Article (25)
Except in cases of fraud and serious error, the Board of Directors, the General Director, the CEO or any other officer of the executive branch of the Authority, in the exercise of their functions under the provisions of this Law and the decisions issued therein, shall not be liable to third parties for any act or omission committed by them in connection with the exercise of those functions, and the Authority shall be solely liable to third parties for such act or omission.
Issuance of Executive Decisions
Article (26)
a) Except for decisions that the Board of Directors is competent to issue in accordance with the provisions of this Law, the General Director shall issue the decisions necessary to implement the provisions of this Law, which shall be published on the Authority's website.
b) Decisions issued by the Board of Directors and the General Director and published on the Authority's website in accordance with the provisions of paragraph (a) of this article shall have the authenticity prescribed for legislation published in the Official Gazette of the Government, in accordance with the provisions of the aforementioned Law No. (32) of 2015.
Cancellations
Article (27)
Any provision in any other legislation shall be repealed to the extent that it conflicts with the provisions of this law.
Publishing and Confidentiality
Article (28)
The present Law shall be published in the Official Gazette and shall come into force as of the date of its publication.
