Mobilität und Verkehrssysteme hängen eng mit der Raumentwicklung zusammen. Die Raumstrukturen in entwickelten Räumen, wie etwa Norddeutschland, werden träger. Dies ergibt sich allein schon wegen der Größe der bereits getätigten Investitionen, z.B. in das Verkehrssystem. Im Gegensatz dazu nimmt die Geschwiendigkeit des Wandels in zahlreichen Bereichen, nicht nur in der Wirtschaft und im Freizeitverhalten, weiter zu. Daraus ergeben sich ständig ändernde Anforderungen an den Raum und die räumliche Entwicklung, die nur dann erfüllt werden können, wenn es gelingt, Benützungen des Raumes entsprechend den Wandlungsprozessen zu ermöglichen. Unerläßlich für diese Raumdynamik ist ein Verkehrssystem, das flexibel die unterschiedlichsten Formen der Raumbenützung erlaubt.
Es ist ganz offensichtlich, dass mittelgroße Regionen wie jene von Hannover in der Größenordnung von einer Million Einwohnern der zunehmenden Spezialisierung in der Zukunft nicht gewachsen sind. Sie müssen versuchen, für einen Teil ihrer Aktivitäten größe Netze zu bilden. Das geschieht bereits mit den Hochgeschwiendigkeitszüge und dem Autobahnausbau. Solche großräumigen Beziehungen sind für sehr viele Regionen in der Welt eine wichtige Voraussetzung dafür, dass sie in der Zukunft bestehen können. Besonders wichtig ist dies für die Bundesrepublik Deutschland.
Die Telekommunikation dürfte die gesamten wirtschaftlichen, politischen, sozialen und kulturellen Verhältnisse verändern. Dazu gehören das raum-zetliche Verhalten und dessen Effekte auf den Verkehr. Es ist aber kaum damit zu rechnen, dass die Telekommunkation des Verkehrsaufkommen insgesamt maßgeblich beeinflussen wird. Es ist umstritten, inwieweit die Telematik, etwa mit Leitsystemen und Verkehrsinformationen, dazu beitragen kann, Verkehrssysteme zu verbessern. Umstritten ist ebenfalls, welche Vorteile das “road pricing” bringen kann. Aber die Hoffnungen, die man in Telematik und Telekommunikation gesetzt hat, um das Mobilitätsproblem zu bewältigen, sind bis heute nicht befriedigt worden. Das bedeutet nicht, dass ein Teil dieser Erwartungen in Zukunft nicht erfüllt werden könnte; es heißt nur, dass die Sache technisch und vom Verhalten der Menschen her sehr viel schwieriger ist, als man zunächst angenommen hat.
Mobilität, Raumentwicklung und dynamischer Wandel, Telematik – all das wird nicht nur den Verkehr und das Verkehrsystem verändern, sondern besitzt auch immense soziale, kulturelle und politische Konsequenzen. Die Frage, wie man sich diesen Konsequenzen stellt, wird heute in der Welt sehr kontrovers diskutiert. Es könnte beispielsweise sein, dass diese gesamten Entwicklungen zu sozialen und psychologischen Reaktionen führen, die niemand will und die niemand erwartet. Eine der Konsequenzen ist, dass möglicherweise der Einfluß kleiner Gemeinwesen rapide sinken wird. Eine andere Konsequenz ist, dass die Menschen sich wie dürre Blätter im Herbstwind fühlen und vor lauter Eindrücken nicht mehr denken können, woraus sich irrationale Reaktionen entwickeln können. Ich möchte nur darauf aufmerksam machen, dass der geschickte Einsatz von Verkehrsmitteln, die man zu Netzen verbindet, dazu dienen kann, die lokale Orientierung und Identifikation wieder zu stärken. Es gibt also ganz verschiedene Strategien und Entwicklungen, und das ist nicht nur ein technisches Problem.
Das Schlüsselwort ist Optimierung. Dies bedeutet, mit dem, was man hat, und dem, was man hinfügen kann, das Bestmögliche zu erreichen – quer über alle Sachgrenzen und die Kompetenzgrenzen hinweg.

La mobilità e i sistemi di trasporto dipendono dallo sviluppo territoriale. Le infrastrutture ambientali in zone sviluppate, come la Germania settentrionale, perdono d'efficienza. Ciò accade anche solo a causa delle dimensioni degli investimenti già fatti, per esempio nel sistema di trasporto. Contrariamente a ciò la velocità di cambiamento in numerosi settori, non solo nell'economia o nel rapporto col tempo libero, aumenta ulteriormente. Ne derivano esigenze perennemente mutevoli nei confronti dello spazio e dello sviluppo territoriale, esigenze che possono essere soddisfatte se si riesce a rendere possibile l'utilizzo dello spazio in modo adeguato rispetto ai processi di cambiamento. A causa di questa dinamica spaziale è essenziale un sistema di trasporto che permetta in modo flessibile forme diverse dell'uso dello spazio.
È del tutto evidente che le regioni di media dimensione, come quella di Hannover nell'ordine di grandezza di un milione di abitanti, non siano all'altezza della crescente specializzazione nel futuro. Queste regioni devono cercare di costruire insieme reti più estese per una parte delle loro attività. Ciò è già successo con i treni ad alta velocità e con il potenziamento delle autostrade. Tali rapporti che coinvolgono grandi dimensioni territoriali rappresentano, per molte regioni del mondo, una premessa importante per poter sopravvivere in futuro. Ciò è particolarmente importante per la Repubblica Federale di Germania.
Le telecomunicazioni potrebbero cambiare in senso ampio le condizioni economiche, politiche, sociali e culturali, alle quali si aggiungono il comportamento spazio-temporale e i suoi effetti sul traffico. Non si può però contare molto sul fatto che le telecomunicazioni influenzeranno l'insorgenza di traffico in modo decisivo. È discutibile fino a che punto la telematica possa contribuire a migliorare i sistemi di trasporto, per esempio con percorsi facilitati e informazioni sul traffico. È anche discutibile comunque quali vantaggi possa portare il "road pricing". Ma le speranze, che sono state riposte nella telematica e nelle telecomunicazioni, allo scopo di superare il problema della mobilità, non sono state finora soddisfatte. Ciò non significa però che parte di queste aspettative in futuro non possano essere soddisfatte; significa solamente che il problema tecnicamente e in relazione al comportamento umano è molto più difficile di quanto inizialmente si supponesse.
Mobilità, sviluppo ambientale e cambiamento dinamico, telematica - tutto ciò non cambierà soltanto il traffico, ma avrà anche conseguenze sociali, culturali e politiche immense. La questione di come ci si presenti a queste conseguenze viene oggigiorno discussa nel mondo in modo contraddittorio. Potrebbe succedere per esempio che questi sviluppi globali portino a reazioni sociali e psicologiche che nessuno vuole né si aspetta. Una delle conseguenze è che forse l'influsso di piccole entità diminuirà rapidamente. Un'altra conseguenza è che la gente si sente come foglie secche in balia del vento e per un eccesso di informazioni dall'esterno non riesce più ad orientarsi, per cui possono svilupparsi reazioni irrazionali. Vorrei solo far notare che l'impiego capace di mezzi di trasporto, che si colleghino a reti, può servire a rinforzare l'orientamento locale e l'identificazione personale dell'individuo con il luogo in cui si trova. Esistono dunque strategie e sviluppi molto diversi, e questo non è solo un problema tecnico.
La parola chiave è ottimizzazione. Ciò significa raggiungere il meglio con ciò che si ha e con ciò che si può aggiungere - superando tutti i limiti sopra esposti e quelli relativi alle competenze.
