You can take a look at the guidelines in the links below. I think your sentence refers to candidates who need to defend their doctoral dissertations publically in order to be awarded their doctorates. So they are still candidates.

Ph.Ds

I think this refers to people who have completed a Ph.D -- hence disputerade in the past tense.
The Swedes express this by saying 'disputerade', literally people who have defended their doctoral theses in public. However, in English I believe we do not express it like that - we just say they are Ph.Ds.
