Source text - English In Agenda 21, the problems of the semiarid tropics in Africa were discussed under the banner of “droughts and desertification.” Securing safe livelihood conditions in the tropical semiarid region with savanna ecosystems and reducing the risk of outmigration will be of fundamental importance for humanity’s future in general. While inhabited dry-lands are generally much wetter than one might
expect, large rain variability often causes periods of water deficiency. Clear distinctions are needed for differentiating long-term climate change, meteorological drought, and agricultural drought caused by dry spells and/or land degradation. This means combating desertification by moving attention from reducing degradation to water resource management in savannas.
Translation - Serbian U Agendi 21, problemi poluvlažnih tropskih oblasti u Africi raspravljani su pod sloganom "suša i širenja pustinja". Obezbeđivanje podnošljivih uslova za život u poluvlažnom tropskom regionu sa ekosistemima savane i smanjivanje rizika od emigracije biće od osnovne važnosti za budućnost čovečanstva, globalno. Dok su naseljene sušne oblasti, načelno puno vlažnije nego što bi se moglo očekivati, velike varijacije kiša često uzrokuju periode nestašice vode. Potrebne su jasne podele da bi se razlikovale dugoročne klimatske promene, meteorološke suše, i poljoprivredne suše, uzrokovane sušnim momentima i/ili degradacijom zemljišta. Ovo znači - suprotstavljati se širenju pustinja preusmeravanjem pažnje sa smanjenja degradacije na upravljanje vodenim resursima u savanama.
