Lors de la création en 1996 de la Réserve de biosphère de l’archipel Bolama Bijagos une délégation des îles de Formosa, Nago et Chedia, composée des anciens de l’ethnie Bijago (une ethnie animiste présente uniquement dans l’archipel), a sollicité un appui auprès de l’ONG nationale Tiniguena pour développer des initiatives de développement communautaire. A partir de 1998 les femmes collectrices de coquillages et les pêcheurs ont évoqué le problème de pillage de ressources par des pêcheurs migrants sur leur territoire et ont sollicité Tiniguena pour identifier des solutions. La concertation a abouti à proposer la création d’une aire marine protégée communautaire – AMPC basée sur un zonage et des règles obéissant aux principes suivants:- la zone centrale, composée essentiellement de mangroves est réservée aux résidents pour les pêches de subsistance et de cérémonie, la zone tampon est réservée aux résidents pour la pêche commerciale;- la zone périphérique est ouverte aux pêcheurs non-résidents à condition de respecter les règles en usage dans la Réserve de biosphère. Ces règles ont été identifiées dans le courant d’un processus de concertation et de négociation qui a donné lieu à l’établissement d’un système de gouvernance basé sur des Comités villageois, des Assemblées insulaires pour chacune des 3 îles et une Assemblée générale Urok regroupant les représentants des 3 îles, soit 173 personnes (sur un total de 2928 habitants).L’existence d’un Forum des femmes, d’un Forum Jeunesse, d’un Comité des Sages et d’un Comité Technique complète le dispositif de gouvernance. Une fois décidé le principe de création de l’AMPC, une délégation des Anciens s’est rendue à la capitale pour présenter leur requête aux Autorités centrales et ont obtenu gain de cause avec publication au Journal officiel du décret de création et après amendement de la loi-cadre sur les aires protégées qui a inscrit pour la 1° fois le principe des aires protégées communautaires en Guinée-Bissau.La création de l’AMPC Urok a entraîné des répercussions sur la situation des coquillages et des poissons, ainsi que sur certaines espèces emblématiques de la biodiversité. Les pêcheurs ont confirmé le retour d’espèces qui avaient disparu comme Liza aurata et le poisson-scie (une espèce phare de la cosmogonie Bijago, faisant l’objet de masques de danse) et ont observé à nouveau des groupes importants de lamantins. La mise en oeuvre du 1° Plan de gestion de l’AMPC a été rendue possible par la participation des communautés au processus (depuis sa création, 14 AG UROK ont eu lieu), par l’appui permanent de l’ONG Tiniguena ainsi que par les appuis fournis par les partenaires au développement,et par l’Institut de la Biodiversité et des Aires Protégées qui participent au Comité de gestion. Ces appuis ont permis de renforcer la surveillance maritime (une vedette) le transport public (3 pirogues de transport) l’éducation (construction de 7 écoles) le développement communautaire (7 centres) l’approvisionnement en eau (34 puits), la culture (une Maison de l’environnement et de la Culture) et la communication (radio communautaire).Un Forum des Gardiens des semences a été créé afin de sauvegarder des variétés et savoirs associés aux semences traditionnelles pour renforcer la résilience de l’agriculture (principalement riz, haricot et arachide) face aux changements climatiques. Ceci a permis la sauvegarde de 17 variétés de riz et d’autres cultures alimentaires qui sont multipliées et conservées dans des banques de semences. Le système de gouvernance mis en place et les activités développées ont largement contribué à renforcer la résilience sociale, culturelle et environnementale des habitants d’Urok dans un contexte caractérisé par des bouleversements socio économiques très profonds (monétarisation de l’économie, tourisme, exode de la jeunesse, influences religieuses) d’une part, la fragilité de l’Etat et de son administration territoriale dans l’archipel des Bijagos d’autre part

The Bolama Bijagos Archipelago Biosphere Reserve was created in 1996 when a delegation from the Formosa, Nago and Chedia islands composed of the Bijago ethnic group (an ethnic group present only in the archipelago) requested support from the national NGO Tiniguena in cultivating community development initiatives. From 1998 shellfish collectors and fishermen raised the problem of resource plundering by itinerant fishermen on their territory and asked Tiniguena to identify solutions. The consultation resulted in proposing the creation of a zonal community managed marine protected area (MPA) and rules based on the following principles: - the central zone, composed mainly of mangroves, is reserved for residents for subsistence and ceremonial fishing, the buffer zone is reserved for residents for commercial fishing, and the peripheral zone is open to non-resident fishermen provided that they comply with the rules in use in the Biosphere Reserve. These rules were identified during a process of consultation and negotiation that resulted in establishing a governance system based on Village Committees, Island Assemblies for each of the 3 islands and the Urok General Assembly, grouping the representatives of the 3 islands (173 people out of a total of 2,928 inhabitants). The existence of a Women's Forum, a Youth Forum, a Committee of Elders and a Technical Committee completes the system of governance. Once the principle of MPA creation was decided, the Delegation of Elders went to the capital to present their request to the Central Authorities and won their case with publication in the Official Journal of the decree of creation and the amendment of the Framework Law on Protected Areas, which for the first time enshrined the principle of community protected areas in Guinea-Bissau. The creation of the Urok MPA has had repercussions on shellfish, fish and on certain emblematic species of biodiversity. Fishermen have confirmed the return of disappeared species such as Liza aurata and sawfish (a flagship species in the Bijago cosmogony, with dance masks based on its likeness) and have once again observed large numbers of manatees. Implementation of the 1st MPA Management Plan was made possible by the participation of the communities in the process (since its creation, 14 UROK AG have taken place), with the permanent support of the NGO Tiniguena as well as by the support provided by the development partners, and by the Institute of Biodiversity and Protected Areas that participates in the Management Committee. This support made it possible to reinforce maritime surveillance (with a speedboat), public transport (3 transport canoes),education (construction of 7 schools), community development (7 community centres), water supply (34 wells), culture (an Environment and Culture Centre) and communication (community radio). A Seed Keeper Forum was created to safeguard varieties and knowledge associated with traditional seeds to strengthen the resilience of agriculture (mainly rice, beans and peanuts) in the face of climate change. This allowed the safeguarding of 17 varieties of rice and other food crops that are propagated and stored in seed banks. The governance system put in place and the activities developed have largely contributed to strengthening the social, cultural and environmental resilience of the inhabitants of Urok in a context characterized by very deep socio-economic upheavals (monetisation of the economy, tourism, exodus of youth and religious influences) on the one hand, the fragility of the State and its territorial administration in the Bijagos archipelago on the other hand.
