Les statistiques sur le marché du travail font état entre autres d’un taux de sous-emploi élevé, d’une prolifération du secteur informel, d’une insuffisance de l’offre d’emploi, d’un faible accès aux qualifications professionnelles requises dans les filières porteuses, de l’insuffisance des ressources budgétaires et de l’éparpillement des missions en matière de formation professionnelle.
La transversalité des questions d’emplois et la multiplicité d’intervenants commandent cependant une certaine coordination pour des raisons d’efficacité, de cohérence, d’efficience et de rationalisation des projets et programmes. Ce qui évitera les conflits de compétences et permettra la visibilité des actions entreprises dans le cadre de la lutte contre la pauvreté.
Le projet de Décret ci-contre relatif à la création d’un Conseil National de l’Emploi (CNE), soumis à votre haute sanction, est proposé, conformément aux orientations de la SND 20-30, à celles de la loi régissant la formation professionnelle au Cameroun et au document de Politique Nationale de l’Emploi de 2017, lequel est aligné à la SND 30 et prévoit le CNE parmi ses outils de pilotage stratégique.
Cet organe stratégique définira les orientations stratégiques en matière d’emploi et de formation professionnelle et veillera à la mise en cohérence des actions des différentes institutions et organismes et à l’évaluation des actions y relatives engagées.
Ainsi, au niveau stratégique, la mise en place du Conseil National de l’Emploi contribuera à éviter les contradictions dans la formulation, l’exécution et la mise en œuvre de la dimension emploi dans les politiques économiques et sociales.
Translation - English EXPLANATORY NOTE OF THE DRAFT DECREE ON THE ESTABLISHMENT, ORGANISATION AND FUNCTIONING OF A NATIONAL EMPLOYMENT BOARD
Labour market statistics point to many factors including a high underemployment rate, a growing informal sector, inadequate job availability, poor access to professional qualifications needed in growth sectors, insufficient budgetary resources and fragmented vocational training missions.
However, the cross-cutting nature of employment issues and the multiplicity of stakeholders require a level of coordination to ensure effectiveness, consistency, efficiency and streamlining of projects and programmes. This will help avoid overlaps of responsibilities and increase the visibility of actions undertaken to combat poverty.
The draft Decree on the establishment of a National Employment Board (NEB), submitted to you for approval, is being proposed in accordance with guidelines contained in the 20-30 NDS, the Law governing vocational training in Cameroon and the 2017 National Employment Policy document, which is aligned with the 30 NDS and provides for the NEB as one of its strategic steering tools.
This strategic body shall set the strategic orientations in terms of employment and vocational training and shall ensure consistency of actions by the various institutions and organizations, and assess such actions undertaken.
At strategic level, the establishment of the NEB will therefore contribute to avoiding inconsistencies in the articulation, enforcement and implementation of the employment component of economic and social policies.

I'm a Certified Senior Translator at the Cameroon Ministry of Employment and Vocational Training, providing translation, MTPE, editing and proofreading, transcription, and
subtitling services from French into English and vice versa.
