Another challenging Helen Johnson question, certainly keeps us on our toes. So here is my Monday morning guess.
I interpret it as meaning that one government has a rather hands-off approach, and makes contributions rather than getting involved with more detail matters such as design.
In my experience, the word "verksamhet" is often just padding, and can be ignored or expressed rather differently in English. as in my suggestions.

: Agree 100% with your analysis of "-verksamhet" as a padding word. Other, more directly translated, but still vague options might be 'funding activities', 'financial support activities'... but I do like 'approach' too. :)
