Introduction
Chapter 1 sets the purposes and defines the scope of the Guide, and describes the intended audience and its rationale.
The Purpose and Scope of the Guide
The Guide is designed to assist national policy- and decision-makers and education officials to develop an evidence-informed national teacher policy as an integrated component of national education sector plans or policies, aligned to national development plans and strategies.
The Guide emphasizes the fact that such policy is country-specific but can draw on the evidence of best practices from a wide range of countries and organizations.
It assumes a diagnosis of the status of teachers and teaching has been done prior to policy development.
The Guide presents an overview of interrelated teacher policy dimensions and issues to be considered in a national teacher policy, outlines policy responses that need to be considered, and suggests steps to elaborate and implement a national teacher policy.
The Guide applies to teachers as defined by the ILO/UNESCO Recommendation concerning the Status of Teachers adopted in 1966: all those persons in schools or other learning sites who are responsible for the education of children or young people in pre-primary, primary, lower secondary and upper secondary education.
These include teachers or educators in early childhood education (ECE) and teachers in lower or upper secondary vocational education, where either are provided in a formal school setting.

En el capítulo 1 se establecen los objetivos y se define el ámbito de aplicación de la guía, además de ofrecerse una descripción del público objetivo y su razón de ser.
Objeto y ámbito de aplicación de la guía
Esta guía está diseñada para ayudar a los responsables de dictar las políticas nacionales y a los funcionarios de educación a diseñar una política docente nacional basada en casos probados que se integre en los planes o políticas del sistema educativo nacional, y que esté alineada con los planes y las estrategias de desarrollo nacional.
En la guía se insiste en que la política es específica para cada país, aunque se puede inspirar en las buenas prácticas probadas en diversos países y organizaciones.
Se presupone que se ha realizado un diagnóstico de la situación concreta de los docentes y la docencia previo a la formulación de la política.
En la guía se presenta un resumen de las dimensiones interrelacionadas de la política docente y de los aspectos que hay que considerar en la elaboración de una política docente nacional, se perfilan las posibles respuestas a la política que deben tenerse en cuenta y se sugieren los pasos para elaborar e implantar una política docente nacional.
Esta guía es de aplicación para el personal docente, según la definición que ofrece la Recomendación conjunta de la OIT y la UNESCO relativa a la situación del personal docente, adoptada en 1966: todas aquellas personas de las escuelas u otros centros de enseñanza que son responsables de la educación de los niños, niñas y jóvenes durante la educación preescolar, primaria, secundaria inferior y secundaria superior.
Esta definición incluye a los maestros o educadores de educación infantil y a los profesores de formación profesional secundaria inferior y superior, siempre que impartan la docencia en un entorno escolar formal.

Since it is standard procedure for professional translators to receive and deliver texts in digital form, users of
OmegaT are naturally interested in its compatibility with other software products. This HOWTO aims to provide
information in this area.
A general observation: "compatibility" is rarely a black and white, "yes" or "no" issue. Where the vendor of a
software product claims that his product is compatible with another piece of software, this compatibility is seldom
100%. Conversely, where products are clearly not directly compatible, it is often possible to find procedures by
which they can work together. The question which must be answered is whether these procedures are acceptable in
terms of the result and the effort involved, and the answer is likely to vary from one user to another. In other words,
"compatibility" is not only about products, but also about workflows.

Com que normalment els traductors professionals reben i lliuren els textos en format digital, és natural que els
usuaris de l'OmegaT estiguin interessats en la compatibilitat amb altres programes informàtics. L'objectiu d'aquest
manual és proporcionar informació al respecte.
Una observació important: la «compatibilitat» no sol ser un assumpte tan senzill com dir «sí» o «no». Quan el
venedor d'un producte informàtic afirma que el seu producte és compatible amb un altre programa informàtic,
aquesta compatibilitat no sol ser del 100 %. A la inversa, quan és evident que determinats productes no són
directament compatibles, sovint es poden trobar procediments per aconseguir que funcionin junts. La qüestió que cal posar-se és si aquests procediments són acceptables quant al resultat i l'esforç que requereixen, i la resposta dependrà segurament de cada usuari. En altres paraules, la «compatibilitat» no es refereix només als productes, sinó també als cicles de treball.
