Source text - English Niski potencjał instytucjonalny makroregionu Polski Wschodniej bezpośrednio oddziałuje zarówno na jakość regionalnej polityki, a w tym strategii rozwoju, jak i na potencjał struktur zarządzających rozwojem regionu. Ich słabość prowadzi na ogół do dekoncentracji działań i zasobów dedykowanych pomocy i wsparciu rozwoju społeczno-ekonomicznego regionu. Potwierdzeniem tych negatywnych zjawisk jest nieradzenie sobie z efektywnym wykorzystaniem funduszy pomocowych w ramach polityki spójności. Rozproszenie środków w postaci licznych, małych projektów uniemożliwia zbudowanie podstaw pod trwały wzrost i poprawę konkurencyjności regionów.
Ograniczony potencjał instytucjonalny w zakresie przygotowania strategii rozwoju skutkuje brakiem klarownych, długoterminowych wizji zrównoważonego rozwoju. Bezpośrednią konsekwencją słabości instytucjonalnej jest słabe rozpoznanie i wykorzystanie endogenicznych zasobów makroregionu. Prezentowany w dyskusji konferencyjnej przykład włoskiego regionu Ligurii potwierdzał tę tendencję. Wskazywał tym samym, że jest ona właściwa regionom opóźnionym w rozwoju.
Translation - Polish The low institutional potential of the Eastern Poland macroregion impacts directly the quality of regional policy – including the development strategy – as well as the potential of the region’s governance. The governance weakness usually results in deconcentration of activities and resources dedicated to support the socio-economic evolution of the region. The inability to use effectively the cohesion policy funds proves the existence of such phenomena. The dispersion of means in the form of numerous but small-scale projects, prevents the creation of basis for a stable development and an increase in the competitiveness of the region.
A limited institutional potential regarding the preparation of development strategies results in the lack of clear, long-term visions of sustainable development. The direct consequence of institutional weakness is the poor determination and usage of region’s endogenous resources. The case of Italian Liguria, presented in the conference discussion, illustrated an analogical tendency, and proved that it was typical of lagging regions.

I am an experienced freelance Polish, English (BrE), and Spanish translator and interpreter, based in Gdańsk, Poland. I graduated at the Institute of Iberian and Ibero-American Studies, University of Warsaw, with interpreting as my specialty, and later did the Interdisciplinary Postgraduate Studies in Translation and Interpreting at the Institute of Applied Linguistics at the same university. I am a holder of a C2-level Cambridge English Language Assessment Certificate of Proficiency in English, and a native Polish speaker.
During my 5 years-long interpreting and translations career I have worked for over 40 different companies and institutions and gained wide expertise in such fields as social science, finance, IT, entrepreneurship, and marketing.
