Source text - English The lack of a legal framework to protect children’s toys against cybersecurity risks could have damaging consequences, a leading European consumer rights group has warned ahead of the Christmas festivities, advising parents that some of those toys should not even be kept at home.
Ursula Pachl, deputy director general of BEUC, raised several pressing issues related to the vulnerabilities of children’s ‘connected’ toys, including voice-activated dolls, GPS watches, and ‘smart’ robotic devices.
“There are a number of serious problems as regards children’s toys that can record and transfer data,” she told EURACTIV on Thursday (20 December).
“It’s better not to have these sorts of things in the house for the time being,” she said.
Bluetooth blind spot
Pachl made reference to a study conducted by the Norwegian Consumer Council in 2016, in which several specific toy models were exposed for having security flaws.
For example, the ‘My Friend Cayla doll’ is an interactive device that connects to a mobile phone application via a bluetooth connection. The doll is voice-activated, answering questions from a user by accessing information garnered from websites such as Wikipedia.
The toy continues to be available on the market, despite the fact that, in Pachl’s words, there are “no basic security features” in the product, alongside the issue that users are not easily able to delete the data extracted by the toy.
In the 2016 report, the vulnerabilities surrounding Cayla’s bluetooth functionality were revealed, with the study concluding that the device could be easily intercepted remotely by way of a bluetooth signal.
EU suffers major cyber-security scandal with publication of 1,100 secret cables
A trove of hacked EU diplomatic cables made available to the New York Times revealed no major secrets, but displayed the remarkably poor protection of routine exchanges among EU officials.
“This means that anyone within a 15-meter radius can connect to the toys as long as they are turned on, and not already actively paired with another device,” the report reads.
“By simply turning on a phone’s Bluetooth-function and pressing the “Top Toy Cayla” prompt, the phone can be used to play any form of audio directly through the toy, effectively making it a Bluetooth-connected speaker.”
In practice, this could mean that an individual standing outside someone’s house could easily connect to this particular doll via a Bluetooth signal. They could then extract an unlimited quantity of data recorded on the toy’s embedded microphone device, in addition to transmitting their own messages through the device.
“A stranger could easily take control of the toy and speak to your child,” Pachl said.
The Chinese question
The risks are not only confined to the toys studied as part of the 2016 research project, with Pachl saying that there is “rarely a good level of security protection in children’s products” due to the fact they are often produced cheaply in China.
Estimates say that China manufactures approximately 80% of the world’s toys. The country has long been under the spotlight for its poor cybersecurity standards and in early December, Commissioner for the Digital Single Market Andrus Ansip told reporters that “Europe should be worried” about the cybersecurity risks surrounding Chinese companies.
Moreover, on Thursday (20 December), the UK’s National Cyber Security Centre, alongside allies, revealed the global scale of a Chinese cyber campaign targeting intellectual property and sensitive commercial data in Europe, Asia and the US.
“This campaign is one of the most significant and widespread cyber intrusions against the UK and allies uncovered to date, targeting trade secrets and economies around the world,” UK Foreign Secretary Jeremy Hunt said in a statement.
“These activities must stop. They go against the commitments made to the UK in 2015, and, as part of the G20, not to conduct or support cyber-enabled theft of intellectual property or trade secrets.”
With so much negative publicity surrounding Chinese cyber intrusions, the concerns related to a marketplace in which China dominates are well founded.
“Toys that are imported should be secure. Security must be a feature of connected products,” Pachl said, in the context of Chinese cybersecurity issues.
She added that although the EU has a toy safety directive, the bloc should also have toy security legislation in order to ensure adequate protection from malicious intentions from foreign agents.
“Everything that is placed on the European market should not only be safe but it should also be secure,” she said.
EU negotiators reach agreement on cybersecurity act
Representatives from the European Commission, Council and Parliament on Monday (10 December) evening banded together to strengthen the bloc’s Cybersecurity efforts, reaching agreement on the EU’s cybersecurity act.
EU legislation
European Union legislation on cybersecurity is unlikely to allay concerns.
The recently adopted Cybersecurity Act, which establishes a certification scheme for a range of products will not be sufficient to protect children’s toys, Pachl says. The Commission is still due to decide the scope of specific products that will be subject to the certification scheme.
“It’s not enough to establish voluntary measures, as is the case with the Cybersecurity certification framework,” she said. “It’s very unlikely that the products that eventually fall under the Commission’s scope will end up being low-cost items, such as children’s toys.”
For Pachl, consumers should be better informed as to the privacy risks related to children’s toys this Christmas, and she hopes that cybersecurity eventually becomes a “mainstream consumer topic.”
The ramifications of not doing this, she said, would be far-reaching and could impact not only the lives of our children but also civilisation more generally.
“In the ecosystem of the Internet of Things, each and every weakness can be exploited to affect our societies as a whole,” she said.

La poupée « mon amie Cayla » est un jouet interactif connecté à un téléphone via bluetooth. Elle parle, répond aux questions de l’enfant grâce à un accès à Internet, via lequel elle récolte des données sur Wikipédia, par exemple.
Le jouet est toujours disponible à la vente dans de nombreux pays, malgré « l’absence de fonctions de sécurité basiques », selon Ursula Pachl. En outre, les utilisateurs peuvent difficilement effacer les données récoltées par la poupée.
Le même rapport conclut que ces données peuvent être facilement interceptées par un autre signal bluetooth.
L'Europe renforce la cybersécurité des objets connectés
Les représentants des institutions européennes se sont mis d’accord pour mettre en place une certification des objets connectés.
« N’importe qui, dans un périmètre de 15 mètres, peut se connecter au jouet pour autant que ce dernier soit allumé sans être connecté à un autre appareil », explique le rapport. « Il suffit d’allumer le bluetooth sur son téléphone et d’appuyer sur le nom de la poupée pour pouvoir lancer n’importe quel fichier audio via la poupée, qui se transforme alors en enceinte connectée à distance.»
Cela signifie qu’un étranger hors de la maison où se trouve la poupée aurait la possibilité de se connecter, d’extraire les données contenues dans la mémoire du jouet et d’y injecter ses propres messages. « Donc un inconnu peut prendre le contrôle du jouet pour communiquer avec votre enfant », conclut Ursula Pachl.
Chine
Et les risques ne se cantonnent pas aux jouets étudiés dans ce projet de recherche. Le fait est qu’un « bon niveau de sécurité des produits destinés aux enfants est plutôt rare, étant donné qu’ils sont produits en Chine à bas prix », poursuit la directrice-adjointe du BEUC.
D’après les estimations, 80 % des jouets du monde entier sont produits en Chine. Le pays est depuis longtemps sous le feu des critiques pour ses normes de cybersécurité jugées trop faibles. Début décembre, Andrus Ansip, commissaire en charge du marché unique numérique, a déclaré aux journalistes que « l’Europe devrait s’inquiéter » des risques de cybersécurité touchant de près ou de loin les entreprises chinoises.
Ansip promets des règles de cybersécurité paneuropéennes
Une semaine avant la présentation d’une série de propositions législatives sur la cybersécurité, Andrus Ansip a assuré que les nouvelles règles n’empièteraient pas trop sur les prérogatives des autorités nationales.
En outre, le Centre national de la cybersécurité au Royaume-Uni et d’autres bureaux similaires, ont révélé l’existence d’une cyber-campagne chinoise visant la propriété intellectuelle ainsi que des données commerciales délicates en Europe, en Asie et aux États-Unis.
« Cette campagne de piratage est l’une des plus importantes attaques de cyber-intrusion contre le Royaume-Uni et ses alliés jamais révélées au grand jour. Elle cible les secrets d’affaires et les économies du monde entier », a déclaré le ministre britannique des Affaires étrangères, Jeremy Hunt.
« Ces activités illicites doivent cesser. Elles vont à l’encontre des engagements pris par la Chine en 2015 au G20 de 2015, de ne pas tenter ni soutenir de cyber-vol de propriété intellectuelle ou de données couvertes par le secret des affaires ».
Avec toute cette mauvaise publicité concernant la Chine, les inquiétudes liées à un marché dominé par la Chine sont fondées.
« Les jouets importés doivent être vérifiés. La sécurité doit être intégrée aux objets connectés », estime Ursula Pachl, avant de rappeler que même si l’UE dispose d’une directive sur la sécurité des jouets, elle devrait aussi avoir une législation qui garantit la protection adéquate en cas de mauvaises intentions de puissances étrangères.
« Tout ce qui atterrit sur le marché européen ne doit pas seulement être sans danger, mais aussi sécurisé », martèle-t-elle.
Les cyberattaques se multiplient contre les gouvernements européens
Les services de sécurité allemands ont révélé que les réseaux gouvernementaux et militaires avaient été la cible d’une série de cyberattaques en novembre, soulevant ainsi des questions sur l’état de leur sécurité.
Législation européenne
Il est peu probable que la législation de l’Union européenne en matière de cybersécurité apaise les inquiétudes.
La loi européenne sur la cybersécurité, adoptée récemment, prévoit un système de certification pour certaines gammes de produits. « Cela ne sera pas suffisant », juge Ursula Pachl.
« Il faut plus que des mesures volontaires », assure-t-elle. « Il est très peu probable que la Commission évalue des produits bon marché comme les jouets pour enfants ».
À ses yeux, les consommateurs doivent être mieux informés sur les risques à la vie privée que comportent les jouets qu’ils offriront à Noël. La directrice-adjointe du BEUC espère voir la cybersécurité devenir un jour une « préoccupation grand-public ». Ne pas le faire, dit-elle, pourrait avoir des conséquences à grande échelle, et nuirait non seulement à nos enfants, mais plus généralement à la civilisation.
« Dans le monde des objets connectés, c’est-à-dire l’Internet des objets, la moindre petite faille peut être exploitée pour porter atteinte à la société toute entière », affirme Ursula Pachl.

Friedrich Merz
Was für ein rhetorisches Talent! Wann immer „der Lange“ auf Parteitagen oder im Parlament das Wort ergriff, die Unionisten waren ergriffen. Bei ihrer Seel’, so viel Wucht, so viel Klarheit. Das haben sie schon vermisst all die Jahre. Friedrich Merz, bald 63, ist ein Naturtalent – nur nicht immer politisch. 2000, nach dem erzwungenen Abschied Wolfgang Schäubles aus den Spitzenämtern in Partei und Fraktion, wurde er Fraktionschef, zwei Jahre, bis er so naiv war zu glauben, dass sich Angela Merkel den Verzicht auf die Kanzlerkandidatur 2002 nicht von Edmund Stoiber bezahlen lassen würde. Vergessen, dass Merz im Amt bleiben sollte. Dass er gehen musste, hat ihn gekränkt, und Kränkungen heilen nie.
Merkel und Merz: vom Traum-Duo zum Albtraum. Zweimal hat Merz es noch versucht, aber er konnte es nicht. Nicht mit Merkel. Seine Ideen klingen bis heute nach, die Steuerreform auf einem Bierdeckel oder die „Leitkultur“. Er würde bestimmt die AfD ärgern. Stattdessen: Internationaler Rechtsanwalt, Aufsichtsrat, Investmentfonds, Wirtschaft halt – das, was er aus dem Effeff kann. Und Chef der Atlantik-Brücke. Ob Merz es jetzt könnte? Mit Merkel im Kanzleramt? Kommentar aus dem Inneren der CDU: zu alt, zu Lobby, zu illoyal in der Vergangenheit. Aber reden kann er wie kein Zweiter.
Annegret Kramp-Karrenbauer
AKK hätte im Kabinett Merkel Ministerin werden können, die Kanzlerin hatte ihr das zum Jahresbeginn angeboten – als Zeichen des Willens der Erneuerung an die CDU. Doch Annegret Kramp-Karrenbauer war das nicht genug. Die 56-Jährige will gestalten und hat schon damals erkannt, dass sie das am Wirkungsvollsten kann, wenn sie das höchste freie Parteiamt übernimmt – das der Generalsekretärin. Vom ersten Tag an signalisierte Kramp-Karrenbauer: Sie ist nicht das Sprachrohr ihrer Parteichefin, sondern geht eigene Wege. Zwar in Absprache, aber doch unabhängig von der Regierungschefin.
Kramp-Karrenbauer hat die CDU-Zentrale umgebaut und mit ihrer „Zuhörtour“ einen ersten Schritt zur programmatischen Erneuerung der Partei getan. Dosiert und dennoch für jeden verständlich hat sie sich in den Auseinandersetzungen der Koalition in diesem Sommer als Sprachrohr der Vernunft gezeigt. Die Rechts- und Politikwissenschaftlerin blickt auf fast 18 Jahre Regierungserfahrung im Saarland zurück, zuletzt als Ministerpräsidentin. In ihrer pragmatischen Sicht auf die Politik ist sie der nun scheidenden Parteivorsitzenden zwar am nächsten und hat dennoch wegen ihres verbindenden und vermittelnden Stils die besten Karten, zur nächsten Vorsitzenden der CDU gewählt zu werden.
Jens Spahn
Mit Kampfkandidaturen kennt sich Jens Spahn aus. Vor vier Jahren hat der wuchtige Münsterländer (1,91 Meter, Schuhgröße 49) im CDU-Präsidium schon mal den Kandidatenfrieden gestört – und dort als damals noch einfacher Abgeordneter einen leibhaftigen Minister namens Gröhe weggebissen. Nun will es der 38-Jährige gegen die Generalsekretärin wissen. Nach Annegret Kramp-Karrenbauers Ankündigung dauerte es nur Minuten, bis er ebenfalls seinen Hut in den Ring warf. Das wird spannend, denn Spahn kommt als echte Alternative daher. Der Gesundheitsminister und vormalige Finanzstaatssekretär steht für eine konservative, wirtschaftsnahe CDU – also eine, die den einen wieder mehr Reibungsfläche, den andern wieder mehr Heimatgefühl verheißt.
Dazu passt, dass Spahn einen schärferen Kurs in der Flüchtlingspolitik will und sich diesbezüglich auch international vernetzt hat – etwa mit Österreichs Jung-Kanzler Sebastian Kurz. Mit Trumps umstrittenem US-Botschafter Richard Grenell kann es der Polit-Profi ebenfalls. Die Jungen hat Spahn hinter sich, wie sein umjubelter Auftritt jüngst beim Deutschlandtag des Parteinachwuchses belegt. Und sein Ziel, ausgegeben am Abend der Wahlschlappe in Hessen, könnte auch CDU-Veteranen leuchtende Augen bescheren. Es lautet: „Zurück zu alter Stärke.“
Armin Laschet
Ob auch er beim Parteitag im Dezember kandidieren will, das hat Armin Laschet erst einmal offen gelassen – aber angekündigt, dass er gleichwohl bei der Besetzung des hohen Amtes ein Wörtchen mitreden will. Weil er der Ministerpräsident in Nordrhein-Westfalen ist, dem bevölkerungsreichsten Bundesland und weil ein Drittel aller CDU-Mitglieder, die beim Parteitag stimmberechtigt sein werden, aus seinem Landesverband kommen. An Laschets Votum wird also kaum ein Weg vorbeiführen.
Im Kampf um Merkels Partei-Erbe gibt er jetzt den Vermittler. Die Partei dürfe nicht auseinanderfliegen, sagt er und spricht vom Versöhnen der unterschiedlichen Interessen. Junge, Alte, Wirtschafts- und Arbeitnehmervertreter: In den nächsten Tagen will Laschet mit allen großen Landesverbänden und den Interessengruppen sprechen. Und dann in gut einer Woche darüber entscheiden, ob sein Landesverband die Kandidatur von Annegret Kramp-Karrenbauer unterstützt oder die des nordrhein-westfälischen Parteifreundes Jens Spahn – oder womöglich auch die eines ganz anderen. „Maß und Mitte“ und ein Bekenntnis zur „Volkspartei“ hat Laschet als Messlatte für die Nachfolge im höchsten Parteiamt erhoben. Eigenschaften, die man ihm selbst durchaus zuschreiben würde.

Friedrich Merz
Très doué pour la rhétorique, Friedrich Merz captive ses confrères de la CDU-CSU à chaque prise de parole lors de réunions de parti ou au Bundestag. De la poigne et de l’intelligibilité, voilà ce qu’il manque à l’union chrétienne-démocrate allemande.
Âgé bientôt de 63 ans, Friedrich Merz est un talent naturel, mais pas toujours en politique. Au début du millénaire, quand Wolfgang Schäuble a été forcé de quitter la présidence de la CDU ainsi que le groupe parlementaire, c’est lui qui l’a remplacé à la tête du groupe.
Mais sa naïveté l’a rattrapé en 2002 alors qu’il a fallu remercier Angela Merkel de ne pas se présenter à la chancellerie. La récompense n’étant autre que le poste de Friedrich Merz, ce dernier a gentiment été raccompagné vers la sortie. Jusqu’à aujourd’hui, cette blessure reste ouverte.
Le duo de choc Merkel-Merz a vite tourné au fiasco. Par deux fois, il a essayé de piquer la place de sa rivale. Mais en vain. Il n’a jamais fait le poids face à l’indétrônable.
Les Allemands se souviennent encore de sa déclaration d’impôts censée « tenir sur un sous-bock », ou de sa « Leitkultur », c’est-à-dire l’idée d’une Allemagne monoculturelle, assimilationniste et supérieure par son européanité. L’AfD (parti d’extrême droite allemand) n’a qu’à bien se tenir.
Avocat international de formation, il s’est entretemps reconverti dans la finance, en tant que dirigeant d’un fonds d’investissement, le plus grand gestionnaire d’actifs au monde.
En outre, il est président d’Atlantik-Brücke, association à but non lucratif au service de l’amitié germano-américaine.
Friedrich Merz peut-il y arriver maintenant ? Alors qu’Angela Merkel est toujours chancelière ? En tous cas, la CDU le voit comme un candidat trop vieux, trop proche des lobbies, avec un passif trop déloyal. Malgré tout, elle lui reconnaît une éloquence hors du commun.
Annegret Kramp-Karrenbauer
Annegret Kramp-Karrenbauer, alias AKK, aurait pu devenir ministre dans le cabinet d’Angela Merkel. Poste que la chancelière lui a d’ailleurs offert au début de l’année, pour illustrer la bonne volonté du parti de se rafraîchir. Mais AKK voulait plus.
Cette femme politique de 56 ans entendait modeler la vie politique du pays, et pensait alors être plus efficace en occupant le poste le plus élevé possible au sein de son parti, celui de secrétaire générale.
Dès le premier jour, AKK a fait savoir qu’elle n’était pas la porte-parole de sa supérieure, mais qu’elle suivrait son propre chemin. Un chemin qu’elle a tracé en consultation avec la chancelière, mais indépendamment d’elle.
AKK a reconstruit le siège de la CDU et fait un premier pas vers le rafraîchissement du programme. Diplomate, elle s’est révélée être la voix de la raison durant les conflits internes de la coalition gouvernementale (CDU-CSU/SPD) cet été.
La juriste et politologue est forte de près de 18 ans d’expérience gouvernementale en Sarre, et tout dernièrement de ministre-présidente. Sa vision pragmatique de la politique la rapproche des chefs de parti sortants, mais son style unificateur et médiateur lui confère les meilleures cartes pour être élue à la tête de la CDU.
Jens Spahn
Les batailles électorales n’ont aucun secret pour Jens Spahn. Il y a quatre ans, ce gigantesque Münsterien d’1m91 a semé la discorde entre les candidats du comité exécutif de la CDU. En tant que député qui se respecte, il a délogé un ministre du nom de Hermann Gröhe du poste de ministre fédéral de la Santé.
Cet homme politique de 38 ans veut maintenant en découdre avec la secrétaire générale. Il n’a attendu que quelques minutes après l’annonce d’AKK pour se lancer dans l’arène. Et le combat risque d’être palpitant, car Jens Spahn représente une véritable alternative. Le ministre de la Santé et ancien secrétaire d’État aux finances est en faveur d’une CDU conservatrice proche de l’économie – en d’autres termes, une CDU qui promet plus de frictions pour certains, et plus de patrie pour d’autres.
Dans le même ordre d’idées, Jens Spahn souhaite un durcissement de la politique des réfugiés, et a noué des liens internationaux en ce sens, par exemple avec le jeune chancelier autrichien Sebastian Kurz. Il n’hésite pas non plus à traiter avec l’ambassadeur américain controversé proche de Donald Trump, Richard Grenell.
Armin Laschet
Armin Laschet n’a pour l’instant rien laissé entendre, mais une chose est sûre, il aura son mot à dire sur la personne qui occupera le poste.
Tout d’abord, parce qu’il est le ministre-président de Rhénanie-du-Nord-Westphalie, le Land le plus peuplé d’Allemagne, et aussi parce qu’un tiers des membres de la CDU qui voteront à la conférence du parti proviennent de la faction régionale de son parti. Il n’y aura donc guère moyen de contourner le vote d’Armin Laschet.
Dans la lutte pour la succession à la tête de la CDU, il agit un peu comme un médiateur. Selon lui, le parti ne doit pas s’éparpiller, mais concilier les différents intérêts.
Porte-parole des jeunes et des moins jeunes, des travailleurs, tout en gardant un pied dans l’économie, Armin Laschet veut dialoguer avec toutes les factions régionales de la CDU, ainsi qu’avec les lobbies.
D’ici une semaine, la CDU sera fixée quant à son soutien à AKK ou à Jens Spahn – voire à un candidat tout à fait inconnu.
Armin Laschet a érigé l’équilibre et la volonté d’être le « parti du peuple » en critères de succession pour les plus hautes fonctions du parti. Des qualités qui lui sont d’ailleurs reconnues.

Le perrier est un homme bon mais imparfait, porté à la complaisance. Il a rencontré son épouse à la plage par une nuit d’orage où le ciel refusait de céder aux ténèbres, avec, toutefois, des étoiles au firmament. D’abord, il a remarqué un petit sillon dans le sable, là où la dame de verre était allongée. Il s’est approché avec précaution. Doucement, il a posé ses lèvres sur la partie délicate entre le pouce et l’index de la dame de verre. Avec une profonde inspiration, il a fermé les yeux et prié pour qu’en les ouvrant, la dame de verre soit toujours là. Lorsqu’il les a ouverts, elle était bien là.
La femme du perrier est tombée amoureuse sur le coup car il était tout ce qu’elle n’était pas. Il était le premier homme à ne pas voir à travers elle. Il l’a aidée à se lever, et ainsi, ils ont marché des heures et des kilomètres sans s’arrêter. Il l’a écoutée, a aimé sa voix rauque lorsqu’elle lui a raconté ses envies, ses rêves et ses craintes.

Source text - English I pulled his hand to my jeans and told him to hold on to me or he'd have to stay in the can. He nodded and grinned, his dimples deep and winking as he hugged my leg. I looked at that boy and the man who helped me make him as we stood in the center of a perfect life. The heat of that joy could have burned us all.
A young guy walking some shitty little dog passed by. Ben Jr. loved dogs, called them doshi. We have no idea where that came from but it was his word so it became our word. Doshi doshi doshi. He shouted, “Doshi,” and let go of me and when he let go, when I no longer felt that tug, I was so cold and hollow. There was nothing holding me to the ground. Ben Jr. started running and both Ben and I leapt after him but those tiny, chubby legs of his, when they wanted to, they moved real fast and we were still happy so it was hard to make sense of the urgency. Our son chased the doshi, his arms in front of him like he intended to make that dog undead. An eighty-four-year-old woman, Helen McGuigan, came barreling through the parking lot. She couldn't see my little boy over the hood of her 1974 Grand Prix, a real tank of a car. Ben and I screamed. Ben Jr. stopped and turned to look at us, was so startled by the pitch of our voices, he cried. The last thing my child did was cry because he was scared.

Ben Junior s’est mis à courir, et nous après lui. Mais vous savez, ses petites jambes potelées, quand elles voulaient, elles y allaient. Et nous, ivres de bonheur, on n’a pas su voir l’urgence de la situation.
Bras tendus, notre bébé courait après le cien, comme pour le transformer en mort-vivant. Une dame de quatre-vingt-quatre ans, Helen McGuigan, est arrivée sur le parking en trombe. Impossible pour elle de voir par-dessus le capot de sa Grand Prix 1974 ; un vrai tank, ce truc.
Ben et moi, on a hurlé. Ben Junior a arrêté de courir, s’est retourné pour nous regarder ; nos cris lui ont fait si peur qu’il s’est mis à pleurer. C’était ça, sa dernière expérience de la vie, pleurer parce qu’il avait peur.
