I'm being paid the following for a translation.
Budget: 12 USD.
Word count: 411.
Does this mean I make 4,932 USD? If not, what am I earning?

You are "earning" 12 USD. The budget is normally stated for the complete project. It seems that this outsourcer pays amateur rates.

If that were the case, I'd have already bought an island in the Caribbean. More probably, you're being paid $0.03 per source word... If I were you, I'd ditch the job (and who's paying similar rates)...

P.S. You may want to remove the name of the agency before this thread gets deleted...

As stated above, you are being paid $12. Divide 12 by 411 to get your per-word rate: in this case 2.9 cents per word.

I agree with what others have said. The "budget" can be expressed as a total or as a per-unit amount. In this case, the budget is a total amount, i.e. USD 12.00 for 411 words. They're offering 3c per word.

I had to think twice to understand what you meant. I suppose you mean that for 412 words, the get-out-of-bed rate is 42 USD?
If that's what you mean, then, yes, I agree. I'd probably increase it to a nice, round 50 USD as a minimum fee. That means that by the time you take into account emails and invoicing, you are probably netting about 6-7 USD for the job. Waste of time.

If it's the agency I think it might be, then drop them. Is it the one that suggests grouping payments for several invoices into one bank transfer to keep charges down? Your money is working for them during this time and since when is the supplier to cover the client's bank charges? Anyway, if it is that agency, drop 'em fast. If you have done this 12 USD job from them, it'll probably cost you more to receive payment than the value of the payment itself.
