Si tratta semplicemente di due varianti dello stesso modello, ossia accentuazioni diverse dello stesso mito, su cui potrebbero avere influito la situazione internationale e i successive orientamenti della politica estera del fascismo. Non è un caso che il testo di A. Foschini, che è l'esempio più compiuto della prima variante, sia edito nel 1939, in pieno idillio con la Germania nazista.

To answer your question, yes, the idyll is to be intended between Italy and Nazi Germany (the Pact of Steel was signed in 1939).

You could replace it with romance or reword a little with honey moon. To my ear, a literal translation doesn't work in a political sense in my opinion. It is too rare, for what is a very common turn of phrase in Italian.

Examples: "Matteo Renzi è perfettamente consapevole che sta finendo l'idillio con gli italiani"
or "si è consumato la fine dell'idillio con Renzi"
"La Stampa - Renzi, idillio con l'impresa ... La luna di miele continua"
"Storace rompe l'idillio con Zingaretti"
"sembra segnare la rottura dell'idillio con Renzi"
And that is just from Googling on one politician
If you Google idyll and Cameron or Obama you just don't get the same usage or even anything political.
