Unless a trasncription of a certificate abroad, it would make more sense if the certificate had been written out from the index registers and not the other way round.

Example sentence:

Art. 29. - La trascrizione degli atti nei registri dello stato civile si compie mediante processo verbale steso sopra i due registri originali.

Marriages between Italians and foreigners contracted abroad have immediate validity and relevance in the Italian juridical system. According to national laws, they must be transcribed in the Registers of Civil Status of the Ital. Municipality of interest.

Looks to me like the certificate gets entered into the register, whether it be transcribed orally or otherwise.
