Una cosa siempre digo, dicen que cuando te tocan ni aunque te quites y cuando no te toca ni aunque te pongas.

This is a person talking about their experience of getting COVID and being treated of it, and the above is their response when asked why they are not convinced by the arguments people make against getting vaccinated for COVID. Any help would be appreciated. Thanks :)

I think that what the speaker might be attempting to express is that those who did not come down with it would have changed their tune about getting vaccinated if they had come down with an especially bad case of it, and had suffered a lot with it, and might have even been close to dying, like what seems might have been her/his experience with Covid. It's the "I've been through it, so I should know" attitude, while those who resisted allowing themselves to be subjected to the vaccine. according to her/him, never had much of a clue of how bad the condition really could be.

The idea is to get covid 19 or not being or not vaccinated but for this person that it doesn't matter and she thinks that when you are something like destined to get covid you get it

I always say when you get infected, you’ll get it anyway; when not, you won’t no matter what.

I believe that the person interviewed is a common person and is speaking every-day language, spoken language. The speaker wants to emphasize that if you ever get infected there is nothing you can do about it. You can take all measures to prevent an infection but those measures may not be enough and you will end up getting infected anyway. On the other hand, if it is not your turn to get infected, you may NOT take care of your health at all, that you will not get ill no matter what because it’s simply not your turn.

If you ought to have it, you will have it. There is nothing you can do about it.

This Spanish phrase is very idiomatic, informal, everyday talk. Maybe a simple translation of it would be "if you ought to have it, you will have it. There's nothing you can do about it." Or simply "If it's your destiny, you will get it anyway".
The correct Spanish phrase is "cuando te toca" (not "tocan").
