If investors fail to purchase the required amount of stock, the underwriter remains obligated to buy the remaining shares. The best efforts method, on the other hand, does not require the underwriting firm to buy unsubscribed stock.

This was my first thought, but couldn't find much hits for such expression on Google. I feel it is not the right English expression.
Yes, you get many hits when you use quotation marks in Google, but almost all unreliable and out-of-context hits.
What I mean is that I cannot find the English expression "to cover the shortage" in a full sentence in a good resource on the Web

cover the shortfall

in case of incomplete contribtion (or subscription), the founders shall cover the the shortfall. (please note that shall in this case is preferable)
