The Code is the fruit of the struggle for demands [even the struggle for the Code itself as it represents Workers' rights.] -- Therefore, the Code becomes a symbol/sign for the 'Struggle for Demands'.

The code is there already. It is a code used by the employer, here a multinational company and signed by that company and the Federation of Trade Unions. Does it make the context a bit clearer? The code stipulates compliance with basic international worker rights in Egypt.

a tool for? So could I say, Senor Semiologist, that it "provides a tool for a struggle for demands"? My client wants me to tell him what it means, not what it says, if you see my point.
