The word 'treatment' does not work in the legal context here. I would simply put 'sentencing options', since sentencing only occurs in criminal matters anyway. Civil matters usually use the term 'judgement' rather than sentencing. The word options also covers penalties, community services orders, suspended sentences, good behaviour bonds and any other sentencing option possible in the country for which the text is relevant.

Asker: i'm leaning towards this answer but i still have a coupla questions how different would it be if i say: "criminal sentencing and penalty options" also is "criminal treatment" ever used in a formal context? meaning?
