Volmachten zijn er in twee vormen: een overdracht van de stempas, oftewel een "onderhandse volmacht" en een "schriftelijke volmacht".

From what I researched in the dictionary and on the web, this would be translated with 'private', but something is telling me I'm missing something... Maybe there's something else?

A stempas is a voting card, and this is about proxy votes.

"Onderhandse volmacht" is simply another way of saying "overdracht van de stempas" meaning you sign a section of your voting card authorising someone else to vote on your behalf. This is explained in the reference below.

So the translation of the whole sentence would be something like: "There are two ways of allowing someone else to vote on your behalf. You can sign the relevant box on your voting card and give it to them, or you can grant them a separate written proxy".

'Power of attorney" is not an appropriate translation here.
