Again, this box should only be used for asking further context or questions to the asker, not to post answers or other comments. For what it's worth: the source is not 'Belgian Dutch' [Flemish] either, it's simply bad Dutch, I'd say.

When googled on goole.nl I only get old-Dutch or Flemish links. Perhaps you should ask a Flemish translator. "wegmaking" also indicates a more Flemish text.

Could this be an antiquated legal term. Not sure of the legal implication but it avoids the term of "stealing". Lots of hits for old documents.
