De tekst gaat over steekproeven voor audits die worden uitgevoerd op de boekhouding van overheidsprogramma's:

"misstatement" betekent hier dat een verkeerd bedrag wordt gedeclareerd voor subsidiëring;
de "precision gap" is het "precision interval" (denk ik toch)

Op websites over statistiek vind ik wel "incremental allowance" in dezelfde context als hier, maar nergens een verklaring of vertaling.
