It may help your understanding... ..of the idea if you read it as if it were "are simply costs that can (with a slight inference of: and should) be cut"

ne sont que des frais réductibles ?

The translation needs to convey the (cynical) idea that these are costs that the employer will happily cut when savings need to be made.

neutral Sheila Wilson : I think the "cut" here means "cut down" rather than "cut out". "Cost cutting" is about reducing costs.
