Hi, can anyone offer a translation for "flow-on" in the following context:
Although it looks like Hospital waiting lists are an inevitable part of our health system today, the Federal Government must stop funding the Private Health Schemes and put the money back into the Public Hospital System where it belongs. The flow-on will then go to the States, so they can administer the public hospitals the way it was intended.

I think the "flow-up" here refers somehow to "funding"

Pour garder l'idée des "vases communicants" (flow) : le montant des fonds publics reste le même, il s'agit de réorienter les ressources vers les États et les hôpitaux publics.
Autre idée : réorientation (redistribution, etc. enfin, pas mal de substantifs/verbes avec re/ré-)
