With certain network configurations, a piece of network hardware (router, switch) may assign the same (MAC) address on two of its ports, or assign it to them in a quickly alternating sequence, such that proper routing becomes impossible/unstable. (This is then countered by what they call flap damping). AFAIK there is no established G translation of this phenomenon as of yet, but see my suggestions.
