If it is a velour-type of fabric, the pleating would not be possible, and you would call it "Pannesamt( oder Knautschsamt). If it's a shiny, silky fabric -like satin- it would be called Crash Satin( yes, it's spelled like that!) For heavier fabrics such as gabardine and camelhair, it would be the french Plissee( rock).

While Knitterfalten is certainly being used in German, I'm not sure that it's correct for your context. Knitterfalten are generally something negative that the various manufacturers of household appliances are trying to reduce or avoid altogether.
