Hi Leah. I am using this wording to allow for the possibility, however rare, that this document is issued by the landlord to his tenant approving that the later is released from all his obligations.
Discussion
I also checked on google and didn't find anything, but it seems that this is a document signed by the tenants certifying that they had left the premises and that the apartment reverted to the landlord's full control.
