The context is:
Under international law, no port may be closed to a foreign ship seeking shelter from a storm or bad weather or otherwise compelled to enter it in distress, unless there is another equally safe port to which the vessel may proceed without additional jeopardy or hazard. However, modern state practice has eroded this broad entitlement, which dates back to the early days of sailing vessels, and today coastal states routinely refuse entry to vessels claiming the right of force majeur if they pose an unreasonable threat to the safety of the port or environment.

I'm suggesting another approach: to translate the whole phrase 'erode this broad entitlement' as something like 'reduce the generality of recognition of this entitlement':
'mengurangi luasnya pengakuan hak ini'?
I think it is a matter of the extent to which the entitlement is __recognised__
