The trap here is `bag` is used both as a noun & verb
1. verb (＊to bag＊ 袋に詰める) (`to` marks the following word as a verb & in your case means `how to` 方法の説明のこと).
eg. Please *bag* (V=put into a bag) Miss Yoshida`s groceries
vs
2. Plain old名詞. (bag袋).
Eg. Please put Miss. Yoshida`s groceries into a bag（＝名詞）.
You will also see `bagging` used as a gerund (袋に詰めるまたは別意味：批判する)
Eg. When ＊bagging＊ large goods:
Similar spelled nouns & verbs are confusing: eg. Fax.
To *fax* (=send by fax動詞＋方法) a document put your document in the *fax* (=noun) machine face down.
