I think more context is needed. What do 'seats' refer to here? What kind of company? Covers all what? And I cannot make the connection here between IT (question category) & seats.

suggestion is on the assumption that 'seat' is actually typo for 'site':

- "site license restriction" = "batasan ke atas lesen mengguna laman web"

- "the company has no [site] license restrictions. One license covers all....." => "syarikat ini tidak mempunyai sebarang batasan ke atas lesen mengguna laman web(nya/ini). Satu lesen meliputi/boleh dipakai bagi semua..."
