I am translated a document called "News Access Rules for Non-Media Rights Holders in Australia." The document states that XXX company is the Host Broadcaster for the Event. In addition, media companies YYY and ZZZ are termed Licensees. Every other media source is called a **Non-Media Rights Holder**.
Here are some places where it is used in context in the document:
Non-media rights holders will take Programs off-air from either YYY and/or ZZZ, and give appropriate recognition to their roles as Licensees...
The electronic non-media rights holding broadcast accreditation category includes television, radio, the internet and mobile phones.
Accreditation shall not entitle a non-media rights holder to originate any programming or feed from any Event venue.
I had initially thought along the lines of "titulares de derechos que no son de la prensa", but this is way to long and unwieldy, since the term is used quite often. How about calling them "titulares no oficiales", as opposed to the Licensees, who would be the "titulares oficiales"? What do you think?

Nicholas, note that when you thought of "titulares de derechos que no son de la prensa" you misunderstood the phrase, the "non" refers to right holders, not to media :)
Medios sin derecho de transmisión as opposed to medios con derecho detransmisión.
Why "oficiales" Oficial: que tiene autenticidad y emana de la autoridad derivada del Estado. I don´t know if being "oficiales" has anything to do with having rights....
