racket strap

Ensure trafo is secured using *racket strap* – check condition of strap before use.

This comes from a Method Statement on transporting transformers from store to site where they are installed on poles. The racket strap is used to secure a trafo to a vehicle.

In this context would a racket strap be a piece of rubber or what?

good chance that this a typo as googling for "racket strap" + "transformer" or "trafo" yields nothing relevant. It is probably "ratchet or bracket strap", but we can only speculate. A "ratchet strap" is a strong, usually plastic, ribbon-like band that is tightened and held in place with a ratchet mechanism. Sounds like something that would be used for the purpose you describe, see:

ratchet strap

I'm almost certain they mean a ratchet strap, which is a special type of nylon webbing strap. It hasa buckle that you slip the loose end of the strap through, and then you pump a lever on the buckle to tighten it up all the way. There's a quick release to then release tension.
