...and rings to tell you it is idle.
This sounds to me like an in-house telephone (and other device) system. If you call a number and it is busy, the system will ring you when the number you called becomes free.

agree Tony M : Yes, 'a watcher' here means 'a system that will indicate when a line is free'; so the master system memorizes / records / stores (= registers) the fact that a flag has been set on a busy (= engaged, occupied) line (or other device)
