I don't understand what "merkitä" means in this context.

Is "marking" an action that one can do on insurance policies?

Merkitä has more than one connotation. Merkitä in an insurance context means underwriting.

Thanks! Do you happen to know why "merkitä" is used for this meaning? In what sense does the underwriting of insurance policies involve "marking"? (Or, does this expression draw on a different sense of "merkitä"?)
My question was how we get to the meaning "underwrite" from the other meanings of "merkitä" (since I would imagine that "underwrite" is not its earliest/simplest meaning). Perhaps it's impossible to resolve that question -- I was just curious if there is any obvious answer to it.
