plant of the municipality in question: the capercaillie (wood grouse) is the designated official bird of Central Finland, for example.

I did. Google yields 3,880,000 cases of \"designated official\" in 0.37 s.
Whether what is designated is a language, a bird, a plant or whatever is of little consequence. In the U.S. as you probably know, such birds are more often called State Birds, the Cardinal being the State bird of VA.
