I have been translating "redressement judiciaire" as "receivership" and "dit que" as "states that", but the rest of the phrase is a bit of a mystery to me

In this context, the term "les dépens" always refers to court costs. The court is taking measures to ensure that it will receive payment of these costs by making itself a preferential creditor. There are 4 types of creditor - secured, preferential, unsecured and deferred. If you google "receivership +"types of creditor", you'll find many sites explaining the difference between them.

If you look at the wiki for redressement judiciare you see that the law gives priority to saving the business over and above the creditors - that is why you have 'privileged costs', relegating creditors to third place.
