French term

consciences emmitouflées

Yes, I don't like 'wrapped up'. I can't imagine a 'wrapped up conscience'.

Toujours ce même paragraphe !

muffled consciences

I suggest this because of the link between muffle/muff/muffler... there are people wrapped up warm and others who are dying of cold... The consciences of the 'haves' are wrapped up nice and warm, and also muffled (i.e. they don't think about the needy as much as Abbé Pierre would have liked)
So have tried to keep the two ideas in the English too.....
