I simply looked at th English Wiki link, so it seems to be so. Spring onions is also a U.S term for them.

I've heard that one, too. Scallions seems to be the more widespread term, though.

Edit: Closest to "Schlotten" is probably "hollow stems." Botanically, "shoots" are the aboveground plant parts. In common speech, "shoots" mean the first part of a plant that appears above the earth, in this case the hollow stems, which release their pungent odor when cut.
