It's also used in English. We always used this expression when I worked for Siemens Canada, but it may have been a Siemensism, hence my medium confidence level

Comment: "Many thanks to everyone for their time and effort! I did find several hits on Google for "left pocket-right pocket" transaction, so I decided to keep it as close to the original as possible. I do think "robbing Peter to pay Paul" is a very nice literary turn of phrase, however.

I'm not entirely sure what is meant here (hence the "low" confidence level!), but it may well be a case of "robbing Peter to pay Paul, i.e. taking money from one pocket to put it in the other.

I think it is referring to money not really going anywhere - just being transferred from one pocket to the other within the same entity. The author goes on to say motivation is lacking when losses don't hurt and there are essentially no profits either....
