I think this is being used in the sense that the roof greenings break up the expanse of projecting/overhanging roofs or counteract the feeling of being boxed in by projecting/overhanging roofs– but that does not capture fully idea of Versiegelung.

I do not see it your way. I think it is meant literally i.e. no roof tiles, slabs etc. where rain runs down. It is the opposite of soil sealing that is to be achieved.
