I've worked in Human Resources for more years than I care to remember, and know the terminology intimately. This term is always awful to translate, because there is no true English equivalent. A kaufm. Angestellte can be anything from a file clerk to an executive/top manager, e.g. a kaufmännischer Leiter can be responsible for hundreds (or more) employees. The common denominator is "office", anything else must be adapted to the particular title of the person. As you provide very little context, this is as specific as anyone can get.

Discussion
I am working in a financial company where i update the information from the annual report to a software.I came across this terminology in Annual report under Supervisory board for this year , last year the people who have given the designation as "Kaufmannische Angestellte" was being updated as Employee Representative , this year i am not certain whether i should update it with the same designation as it literaly doesnt mean emp representative , for emp reprenative usually "Betriebsratvertreter" is used.
