agree Steffen Walter : Seems likely but I heard it more in the sense of "cascading objectives down (to lower hierarchy levels)", i.e. to communicate objectives set by top ranks to ordinary employees or such. Heard it so often that I'm getting fed up with this kind'a thing (-:
